WASHINGTON LETTER
Washington, Oct. 7. The National
Conservation ComnuYsion is trying to
find out what it costs the country to
fight tires. The Geological Survey,
which i conducting this particular
branch of inquiry for the Commission
in sending out letters to city officials
all over the country asking for data
on the additional cost of city water
iplice for, fira protection beyond
what is necessary for domestic use.
This information will be combined
with other statistics of a similar na
ture to throw light on the general to
pic of the conservation of life and pro
perty through the prevention of fires,
for the use of the CommUhion when
it meets herein December to prepare
its report for President Roosevelt.
The fact that the investigations of
the Commission have reached a point
where such detailed information is
being sought h an indication of the
substantial progress of its preliminary
work. For a time, perhaps, the men
who undertook to prepare an inven
tory of the country's present natural
wealth and the outlook for the future
feared that the task was going to
prove too gigantic for them to finish
in time to submit for the first full
meeting of the Commission, Decem
ber 1. But they say now there is no
doubt that they will place in the
hands of the Commission a practical
ly complete inventory upon which
that body can base its further studies
and recommendations.
This city fire-fighting system inves
tigation is part of a general study of
the conservation of life and property.
The Commission is compiling an im
mense amount of accurate informa
tion concerning the nature and extent
of loss of life and property from fires,
the cost of insurance, water systems
ami lire departmncts, and the possi
bility of preventing fire through the
use of fire-resisting building materi
als and of fire-prooting systems, and
the desirability of changes in build
ing systems. The letters which are
going out now ask for figures on the
total cost of each city's present dis
tributing system, with the amount of
pipe laid and the number of hydrants,
and the cost of the water used. They
ask further for an estimate of the
cost of the system and materials that
would be required if the necessity for !
fire service were omitted tnd only a j
domestic supply were needed. Such j
cities as have a separate high-pres- j
sure lire system, or contemplate in
stalling one, can give actual figures
of the cost of fighting fires; for othtrs
the expense can be deduced with tol
erable acuracy.
Some of the city officials regard
their information as confidential, so
that no figures will be available until
tabulations of totals can be worked
out.

Protective mimicry, that cunning de
vice of nature to preserve animals
from their enemies, is well known in
the eggs of certain flshes, notably tbe
California shark, known as Gyropleu
rodus frunclscL The shark Is of a
sluggish habit, lurking among rocks,
and Its dark egg resembles a leaf of
kelp or seaweed folded up spirally. It
la deposited among tbe beds of kelp
and clings to the leaves by the edges
of tbe spirals. Tbe young shark bursts
open the end of the egg and swims
away. .Another shark's egg of the Pa
cific coast has tentacles which clasp the
seaweed and also Imitate its appear
