MEN AND MONEY,
Needed in the "Lofty Tumbling" De
partment of Government
NEW YORK, Sept. 5. Brigadier
General Allen, chief of the United
States Army signal corps, who leaves
today on the St. Paul for a tour of in
spection among aeronauts and avia
tors of Europe, says that the govern
ment is seriously handicapped by
want of men and lack of funds in the
development of aeronautical facilities
for the army and navy. Because of
the great need of experienced aero
nauts, he announced that neither
Lieutenant Frank P. Lahm or Cap
tain Charles DeForrest Chanlcr will
be allowed to take part in the inter
national balloon races at Berlin, Octo
ber 11, as had been expected.
WORLD OF SPSCULATION.
NEW YORK, Sept. S.-The tone
of the speculation marked suffered this
week from distrust caused by the vio
lent break in American Smelting, dae
to dissapointment over the non ap
pearance of Standard Oil interests on
the directorate? A decline in the
price of copper and silver added to
the weakness of the metal and mining
group of industrials. The govern
ment report on cotton, the rise in the
grain markets, the poor showing of
reports of railway earnings and the
slow, although sure recovery in the
iron and steel trades, have conduced
to a more conservative speculative
attitude. The great abuse of money
facilities guards the market against
precipitate liquidation and stimulates
a substantial investment, demand, es
pecially for mortgage issues. Banks
and financial institutions are reported
to be large buyers of the latter.

THREE DIE FROM RABIES.
NEW YORK, Sept. S.-In the
Dog Days" of July and August this
year there were three deaths from
rabies in this city. That is looked on
as an unusual number. These cases
were well defined rabies. In each in
stance the brain of the victim was ex
amined by bacteriologists, . and the
negri body, surest indications of hy
drophobia, was found in large num
bers. In the last month the number of
eases of dog bite treated at the pas
teur Institute fell off a great deal.
Before the board of health instituted
its death penalty enforcement of the
law demanding a muzzle or leash on
air dogs in the streets, the institute
had as high as 38 cases under treat
ment. There are now only 15 cases
in the instutute and these will soon
be discharged.
SALT LAKE CITY, Sept. 5.-That
the great Mesali cliffs and canyons
that now form a large part of the de
solate region included in San Juan SACRIFICE
County in the southeastern part of
Utah, was once the home of an ex
tensive population that had reached
some degree of civilization is the
opinion of Professor Byron Cum
mings of the University of Utah, who
has just returned from three months
exploring trip of that region. It has
already been established that this des
ert stretch was once inhabited but
through the efforts of Professor Cum
min gs and his co-workers, it is shown
that not only were these desolate
cliffs and desert stretches once the
center of a considerable population,
but that the people had arrived at a
considerable degree of cleverness in
building and the making of pottery
and weapons.

mountains the snowshetfs are threat

to have burned over four miles in the
last two days and to be headed for the

hours unless something prevents its
advance.

Edict Compelling Thinkers of the Em
i pire to Withdraw from Parties
ST. PETERSBURG, Sept. 5-The
edict issued Thursday by the Minister
of Education to the effect that all
professors and instructors in the im
perial universities and schools in Rus
sia, who are members of constitutional
Democracy or other illegal political
parties, must either withdraw from
these parties or resign their positions
threatened to cripple entirely the fa
culty of the University of St. Peters
burg. The rector and vice-rector of
the University, the deans of four de
partments, and a number of the lead
ing professors were up as Constitu
tional Democrat candidates for elec
tors in the last parlimentary election.
The University of Moscow, which is
the largest in the empire, is in a simi
lar plight. A number of the pro
fessors there have represented the
Constitutional Democratic party in
parliment.
