Astoria wants, and gravely needs
a business administration of her af
fairs. She has had all she requires,
for the present at least, of experimen
tal administration, especially in the
matter of street improvements, and
indeed far more than she realizes, for
the end of that issue is still remote
and dubious. She needs a police de
partment with plenty of stiff and
agressive vertebrae behind it; she
needs to have her water department
let absolutely alone in the 'pursuit of
its present safe and non-partisan work
and ends; her fire department is in
excellent hands, and condition, and
must not be tampered with; her fi
nances require new and conservative
handling that shall impose something
beside the bi-annual permission of the
Legislature to advance her public debt
limit to meet the excesses of the in
terim since its last concession; she
needs business treatment; not to cure
any desperate or radical ills or evils,
but to save her from that limit, to
ward which she is drifting rapidly.
She is in no condition for reckless ex
penditures. AH this outside of politics!. Politics
has no saving tendencies that we
know of; on the contrary it is a direct
and undevtating path to graft and oth
er compromising expedients.
What it wanted is a course of real
business direction; a sensible and
responsible oversight of public men
and affairs, by those trained to honest
and conservative methods; who have
proven their judgment by private and
personal achievement; and who have
the interests of the community at
heart, without the impediments of
selfish pursuit, correlated ties and di
vided duties. She has gone the length
of political direction; has had all she
wants of it; and is ready for plain,
practical people and, courses in the
handling of her revenues and rights;
jind it does not matter very much who
the men shail be to give her these

simpler orbit of essential repair and

to materials, plans, and character of

We do not", as a rule, advise retroac
tive policies in public affairs; but when
progress becomes mis-directed and
unproductive of desired results, we
have no hesitancy in counselling mo
deration, and even cessation, in order
that the city may be spared the ulti
mate of failure and the unescapable
burden of fruitless costs.
It is a course of procedure that can
be taken up at any time, when the
rules and plans and needs are better
devised and the chances for actual and
profitable issues are more sure 'and
certain than they seem to be at pre
sent. Build and improve steadily just
where these things are plainly needed,
and let the greater work await the
more propitious moment and wiser
planning so indispensable to their real
fruition.

Should the. Vice President
Step Down to the Cabinet?

F Mr. Bryan should be elected and should invite the vice presi
dent to sit as a member of the cabinet, the fact would be
accomplished if the latter accepted the invitation. NO LEGIS
LATION WOULD BE REQUIRED. In fact, no legisla
tion could require the president to receive the vice president as a
member of his cabinet, and no legislation could compel the vice presi
dent to serve as a member of the cabinet It could only be accom
plished by the voluntary action of both the president and the vice
president. .
The president can invite the vice president to sit at his council
board if he wishes to do so, and the vice president coulcT accept or
decline at will. It is scarcely possible, however, that such an invitation
will ever be extended to a vice president or that any vice president
would accept the invitation if tendered.
IT WOULD BE NOT ONLY A STEP DOWN, BUT MANY
STEPS DOWN, for a vice president to become a member of the
president's cabinet. From the vice president, a constitutional officer,
the president of the senate and standing next in succession to the
president of the United States it is a far cry to a seat in a cabinet,
the members of which, as such, have literally no power save that
approved by the president, who can, furthermore, at any moment
remove any one of them upon any whim or caprice.

BUT THE FACT IS A8 I HAVE 8TATED IT.
Aside from the consideration, mentioned, the constitutional duties
of the vice president in presiding over the senate are' engrossing during
the sessions of congress, and he would have no time to attend cabinet
meetings or to attend to other duties devolving upon cabinet officers.
