WASHINGTON, Aug. '3l.-The
work which has been begun by Sen
ator Burrows' sub-committee on the
administrative features of the propos
ed tariff revision will be followed by
similar labor by another sub-commit
tee of the Senate committee on fi
nance, of which Mr. Hopkins of Illi
nois is chairman. ,Mr. Hopkins' com
mittee is composed of himself ond
Senators Burrows, Penrose, Money
and Taliaferro. To this committee is
entrusted the groat burden of the la
bor of preparing a bill for the Senate,
as it is directed to "Consider what
changes in the custom' rates arc desir
able and to secure proof of the rela
tive cost of production in the United
States and other competing countries."
While in Washington, recently at
tending the meeting of the Burrows
committee, Senator Hopkins stated
li.it he would not call his organization
together until some time during the.
Fall. In the meantime, however, he
will ask the departments of State, Ag
riculture and Commerce and Labor, to
procure such information for him as
they can through their representatives
abroad with a view to upply the com
mittee tne best intormation possible
in conducting its comparisons. When
the committee meets it will immed
iately take up the subject ofthe ef
fect of possible changes, .not only up
on labor, but upoi the various indus
tries of the country and will undertake
to decide, insofar as it can, what
changes in the tariff are desirable from
all points of view. That Mr. Hopkins
appreciated the magnitude of this in
quiry is made manifest by the prepar
ation that he is making. He also ap
prehends no little difficulty in recon
ciling the conflicting interests which
are always involved in tariff changes.
Already the eastern manufacturers
are making known their demands for
ree raw' material, while the western
producers are beginning to stand out
stiffly for the protection of such ar
ticles as wool, hides, and ores.
The Senate Finance committee has
no purpose of trying to rob the sen
ate committee on Ways and Means of
its prerogative of originating tariff
legislation, but is simply preparing it-
-self for the intelligent consideration
of the subject, as the house bills teach
the senate. It is understood that
members of the house committee are
1 making preparation for the proposed
; legislation though none of them have
! come to Washington for that purpose.
It is believed that by taking up the
I work at this early date, much time
. can be saved and that the special ses-
, sion which is to be called after the
fourth of March, the tariff legislation
will be materially shortened. Senator
Hopkins expressed the opinion that a
long session for that purpose would
not be necessary.
