Redistricting National Forests
in Western States
PRESIDENT SIGNS ORDERS
Which Will Change the Names and
Boundaries of Timber Lands in
Oregon New Plan Also Effects
Idaho.
WASHINGTON, July l.-The
second step in the comprehensive
plan of redistricting the National For
fits in the Western states has just
been made by the President in sign
ing executive orders which will
change the names and boundaries of
the Forests in Oregon. The only
other state in which these plans have
been completed is Idaho, but it is
expected that the work of redistrict
ing in all the National Forest states
will be finished and the changes an
nounced in the next few days.
. No addition to forest area is involv
ed in the plans for redistricting in any
of the states of the Northwest. The
object of the work is to equalize the
areas of administrative units and to
arrange their boundaries in such :
manner as to promote the most ef
ficient and practical administration of
the Forests. It will enable officers
of the Forest Service to give prompt
attention to all forest business and
further the interests and add to the
convenience of stockmen, lumbermen,
miners and all other users or settlers
in the National Forests. The Oregon
National Forests which will be effect
ed by this rearrangement are as fol
lows: A new Forest to be known as the
Umatilla will contain 550,176 acres
and will consist of all of the Heppner
and of the northwestern portion of
the Blue Mountains Forest. It is lo
cated in Morrow, Umatilla, Grant and
Wheeler Counties. This Forest will
continue to be administered by Su
pervisor Thomas E. Chidsey with
headquarters at Heppner, Oregon.
The Forest to be known as the
Whitman will have an area of 1,264,
739 acres and will consist of the north
east portion of the Blue Mountains
Forest which is in general the area
formerly known as the "Blue Moun
tains National Forest" It is located
in Umatilla, Union, Baker, and Grant
Counties and will be under the admin
istration of Supervisor Henry Ireland
with headquarters at Sumpter, Ore
gon. The new Malheur National Forest
is what has been formely known as
the "Malheur Division of the Blue
Mountains" and will embrace 1,183,
458 acres. It consists of the south
eastern portion of the "Blue Mount
ain (W) Forest" and is located in
Umatilla, Union, Baker, and Grant
Counties. This Forest will continue
under the administration of Super
visor Cy J. Bingham with headquart
ers at John Day, Oregon.
The Forest to be known as the De
schutes will consist of that portion of
the BJue Mountain Forest formerly
known as "Blue Mountain (W)", the
northern portion of the Fremont, and
certain townships of the Cascade con
taining 1,475,480 acres. It is located
in Crook, Lake Wheeler, Klamath,
Grant, and Harney Counties. The
Forest will be administered by Super
visor A. S. Ireland with headquarters
at Prineville, Oregon.
The Fremont National Forest will
consist of the southern portion of the
old "Fremont" and all of the "Goose
Lake" Forests and is located in Lake
and Klamath Counties. This Forest
is very irregular in outline and is com
posed of many segregated areas, the
total area of which will be 1,236,960
acres. It will continue to be under
the administration of Supervisor Guy
M. Ingram with headquarters at
Lakeview, Oregon.
The land formerly included in the
"Bull Run" and the "Cascade (X)"
Forest, except that portion south of
the Willamette Valley Cascade Maun
tain Wagon Road, covering 1,788,320
acres, will be called the Oregon Na
tional Forest. This Forest is located
in Multnomah, Clackamas, Wasco,
Marion, Linn, and Crook Counties
and will continue under the adminis
tration of Supervisor Thos. H. Sher
rard with headquarters at Portland
Oregon.
Cascade will continue to be the
name of that portion of the old "Cas
cade" Forest (not included in the
Fremont) lying between the Wil
lamette Valley and Cascade Mountain
Wagon Road and the middle fork of
the Willamette River and West Des
chuttes River. This Forest has an
area of 1,845,120 acres and is located
in Lane, Linn, Crook, and Klamath
Counties. It will be administered by
Supervisor C. R. Seitz with headquart
ers at Eugene, Oregon.
The Forest now to be known as the
Umpqua will embrace 1,698,560 acres
and will consist of that part of the
"Cascade (S)" National Forest
(which has not been included in the
Fremont) between the middle fork of
the Willamette River and West Dcs
chuttes River and the Rogue River
and South Umpqua River Divide, also
the southern portion of the old "Um
pqua" Forest. It is located in Lane,
Klamath, Jackson, Coos, and Doug
las Counties. This Forest will con
tinue to be administered by Super
visors. C. Bartruni with headquart
ers at Roseburg, Oregon.
The Crater National Forest will
contain 1,106,802 acres and will con
sist of the southern portion of the
old "Cascade (S)", the "Ashland" and
a portion of the "Klamath" and "Sis
kiyou" Forests. It is located in Jack
son, Klamath, and Cnrry Counties,
Oregon, and Shasta County, Califor
nia. Acting Supervisor C A. lutck
will administer this Forest with head
quarters at Medford, Oregon.
The Siskiyou will now consist of
the greater part of the old "Siskiyou",
all of the "Coquille" and part of the
"Klamath, and will contain 1,305,
657 acres. It is located in Jackson,
Curry and Coos Counties. This For
est will be administered by Supervis
or M. J. Anderson with headquarters
at Grants Pass, Oregon.
All of the old "Tillamook" and
"Umpqua", embracing 973,918 acres,
will be known as the Siuslaw Nation
al orest. I his torest is located in
Tillamook, Lane, Douglas, Coos, Lin
coln, Folk, and Yamhill Counties.
Supervisor A. E. Cohoon will admin
ister this Forest with headquarters at
Eugene, Oregon.
The Wallowa is the Forest former
ly known as the "Imnaha." It con
tains 1,750,240 acres and is located in
Wallowa County. This Forest will
continue to be under the administra
tion of Supervisor Howard K. O'
Brien, with headquarters at Wallowa,
Oregon.
The Forest Service desires to re
duce the area of the average adminis
trative units to approximately 1,000,
000 acres. This was not possible in
all cases as is shown by the fact that
under the plan of redistricting there
will be 144 Supervisors in the United
States who will administer more than
167,000,000 acres of National Forests.

PREPARE FOR STRIKE
Laborers Hired by Railroad Managers
To Take Place of Freight Handlers.
CHICAGO, July 1. Railroad man
agers and officials of the freight
Handlers Union yesterday made ac
tive preparations for a strike, hun
dreds of laborers were hired at the
various freight houses and are being
held in readiness by the roads to pick
up trucks should the union men de
cide to walk out.
The district counsil, of the freight
handlers met last night and indorsed
the action taken at the mass meeting
Monday night. The entire matter
was placed in the hajids of the Inter
national Executive board with instru- j
ctions to take whatever action was ,
necessary to force the roads to given '
a written guarantee that there will be !
no reduction in wages the 12 months. I

endeavor to confer with the railroad
managers and get in writing the as
surance that there will be no reduc
tions and that he declared was all that
the unioij is asking for.

college graduates connected with the
Young Men's Christian Association
will sail to-day in the steerage for
Europe in the Holland-American Lin
er Ratterdam for a year of study in
the countries of Europe from which
immigration to this 'country is most
marked. They are under pledge when
they return to devote of work in con
nection with the Y. M. C. A. among
foreigners in the anthracite coal re
gions and other centers. Their. tour
will include trips on foot and on bi
cycle in Bohemia, Poland, Hungary,
Southern - Russia, Servia and Italy.
