After looking over reports from the
commanding officers of the . detach
ments, Gen. Grant stated that he fully
expected to have all his troops arrive
at the big camp at Pine Plain within
one hour of the time set, which is
Sunday noon.
More than 15,000 soldiers, regulars
and miltia. will participate in the ma
neuvers. One of the complete problems
which the war department will try to
work out will be the availability of
the automobile for military purposes.
To this end three officers started
early this morning from the Gover
nor's Island ferry to make the run to
Pine Plains in an automobile and the
same car, with possibly others, will
be used through the maneuvers in
every possible way that military ex
igencies may require, thus undergo
ing a thorough test under the camp
and campaign conditions.
Lt. Col. Edwin F. Glenn of the
23rd infantry, Captain William T
Johnson and Major Charles G. Wood
ruff, who will be the chief sanitary
officers of the camp are making the
automobile trip to Pine Plains. They
expect to reach Albany tonight and
at daybreak to start on the 170 mile
trio from the state cnpitol to the
camp, arriving there tomorrow night
Gen Grant will leave for the camp
tonight.

have been made acquainted with the
essential features of an important in
terview recently had by the repre
sentativcs ot a .Moscow newspaper
with Mr. Malevsky Malcvitch recent
ly appointed Russian ambassador to
Tokio which touches upon Russia s
policy in the Far East. The views
expressed by the embassador, it is
said, meet with the heart approval
of the Russian foreign office. The
tenor of Malevsky Malcvitch's obser
vations are pleasing also to the ad
ministration and to the diplomatic
corps here as it indicates a desire and
intention On the part of the Russian
government to develop the peaceful
lations establish with Japan. The
Russian ambassador took the view
at the conclusion of the treaty of
commerce trie tisncries convention
entered into between Russia and
Japan have definitely been estab
lished. Then he continued:
'My instructions arc quite simple.
I am called up to uphold and develop
the neighborly relations which we
have succeeded in establishing."
The ambassador said he was ac
customed of being too pro-Japanese,

addressed a Russian. Yet, .though
remaining a Russian he said he could"
not deny that Japan had always in
terested him keenly.
