NEW YORK, May 27.-Speakin?

machines, Capt. Thos. S. Baldwin,
under contract to build two dirigible
balloons for the United States gov
ernment, said at the Aero Club last
night that measures had been taken
in this country similar to those in
force in France and Germany pro
hibiting balloon ascensions in all cases
where the pilot and the baloon have
sot first obtained government ap
proval. A. C. Trica, director of the
International School of Aeronautics,
said:
"It is criminal to permit a man who
knows nothing about mechanical con
struction of the piloting of balloons
to endanger to the lives of persons,
the Aero Club of America should
voice its strong disapproval in the
matter. Such escapades seriously af
fect the work of, real aeronauts are
trying to do."
William R. Kimball said there had
been no casualties in this country ex
cept to persons not connected with
organization.
"In three years the areo clubs of
the United States have had no acci
dents due to the defective apparatus,"
he added.

In Effort to Secure Share of
$90,000,000 Estate

Left by Christopher Springer Who
Died at Wilmington in 1780 Estate
Was Tied up by Brother by Giving
99-Year Lease.
LOS ANGLES, May 27-In an
effort to secure a share of a $90,000,
000 estate declared to be awaiting
claimants at Wilmington, Del.,
Charles D. Tufford of this city, is
organizing the heirs of Christopher
Springer, who died at Wilmington
in 1780, into a society.
The property, said to comprise a
I large portion of the city of Wilming
ton, as well as considerable valuable
farming lands in both Delaware and
Pennsylvania, was left by Springer,
who died without issue. An only
brother, John having espoused the
cause of the colonies during the Rev
olution, Christopher, a staunch Tory,
tied up his estate that it might not
fall into his relatives hands. lie did
this by giving a 99 year lease to the
Swedish Church at Wilmington. The
lease expired in 1880, and since then
the title to the land has been in aboy
ancc. As far as can be learned, between
50 and 100 have claims but many
look upon the tale of the estate as
merely a family tradition. However
the eastern heirs have formed a cor
poration to take steps to recover the
property and are seeking to include
the local relatives. It is not unlikely
they will join the corporation formed
for the prosecuting of the cause.
Two of the local heirs will be dele
gated to go to Wilmington to repre
sent the westerners. They will take
an attorney with them and will carry
the matter into the courts.
As far as known the western heirs
are Mrs. Eliza E. Springer Tufford,
Chas. D. Tufford W. G. Lockwood
and II. C. Lockwood, all of this city;
E. A. Lockwood of Holy wood; Mrs.
Hume Flood of Pomona; G. F. Lock
wood, Ontario; Mrs Richard Brown
of San Francisco; Dr. M. Mk Lock
wood of Coluse; Mrs A. McLean and
Mrs. Esther Lockwood of Seattle.

Shade.
PORTLAND, May 27. The Ore
gon Rural Letter Carriers' Associa
tion will hold their convention at Al
bany Inday. the 29th. Secretary-
Treasurer John If. Coins of the As
sociation, is a resident of Albany, and
in connection with Bury I. Dasent,
secretary of the Albany Commercial
Club, is arranging an intensely inter
esting program. The motto and ban
ner of the Rural Letter Carrier is
"Stand for better roads and a greater
Oregon." President John H. Scott oi
the Oregon Roads Association, Presi
dent Campbell of the University of
Oregon, and other distinguished
speakers will be present.
Oswego, one of the oldest and best-
known of Portland's suburban towns,
is determined to organize, incorporate
and give other live Oregon communi
ties proof that an old town beats them
all growing when she gets started
good and proper.
Your correspondent has inside in
formation that there will be all kinds
of roses for the great festival which
begins June 1st and lasts until the
6th, with a program full of interest
from the opening moment until the
closing hour, with low rates from
every point in Oregon.
All Oregon seems to have been
aroused and enthused over the new
home of the Portland Commercial
Club. At one luncheon last week
there were representatives from fif
teen different towns and cities of the
State. The Convention Hall on the
sixth floor, in which all Oregon's
organized bodies will be welcome, is
a central feature. Every picture hung
upon its walls is an Oregon scene, and
in this room during the next few
years will be enacted much of inter
est and moment to every man, woman
and child of Oregon.
Ashland is especially prosperous
and happy. A line of shade trees to
the number of four hundred have been
planted on either side of the boule
vard leading from the irity to the
Normal School, and new residences
are encroaching upon surrounding or
chards. Arrangements are being perfected
by the Executive Committee of the
Portland Commercial Club to secure
the corner, ground floor room in the
new Commercial Club Building for
an exhibit of Oregon products and as
headquarters for the circulation of
Oregon advertising matters. This
room is practically a large glass case
the principal electric cars between
the business section and the Union
Depot pass constantly. Portland
business men are willing to pay the
expenses, but they want to be first
assured of a permanent exhibit worthy
of Oregon, and the co-operation of
the different sections of the State is
all that is necessary to make the
undertaking a success.
