PORTLAND, May 4 (Special Cor
respondence). A special delegation
leaves Portland today for Boston,
where the National Retail Grocers'
Association will convene next- Mon
day, to invite that Association to hold
its 1909 session in Portland. Dr. J.
Whitcomb Brougher, pastor of the
"White Temple, goes to Oklahoma
City to attend the Northern Baptist
Convention the middle of this month.
Rev. William Hiram Foulkes will go
to Kansas City to participate in the
General Assembly of the Presby
terian Church Portland will endorse
in the heartliest manner the invitation
to be extended by Seattle for the
1909 convention of this body.
The Commercial Club of Walla
Walla, Washington, has passed reso
lutions urging the railroad companies
to grant a one-fare rate for the round
trip, by continuous pssage, between
points in interior Washington and
Oregon and the seaside resorts Of
these two states. It is understood
that the Club also favors "a higher
rate when stopover privileges are
allowed. The Walla Walla Club has
requested the commercial bodies of
Eastern Oregon, Washington and
Idaho, as well as the Commercial
Club of Portland, to pass similar res
olutions. It is oped that favorable
action may be taken by all, as the
people of the interior should be giv
en the opportunity of visiting the
coast especially during the summer
months, at the least possible cost.
The Mount Angel Commercial
Club is the latest affiliation with the
Oregon Development League.
The Sumpter Valley Railroad, com
prising a length of 67 miles between
Baker City and Austin, Oregon, runs
through the Sumper mining belt and
is soon to double its mileage. To
day 93 per cent of the freight of this
road comes from Timber, though it
is not generally known that Baker
City is a lumber center.
It will be the 15th of May before
the new 8 four-story steel building
of the Portland Commercial Club
will be ready for occupancy. The
Club will formally open its new
quarters on June 12th, the anniver
sary of the laying of its corner stone.
The cost of the building and its fur
nishing has been $434,000.
Hot Lake, Oregon, has become one
of the most prosperous retorts be
tween the Rock Mountains and the
Pacific Ocean. The lowest Attend
ance for many months has been one
hundred and thirty.

citizen of the Oregon metropolis
takes the time to check up the in
justices of the Portland press in its
dealings with this city, and the fol
lowing, from the pen of Mr. Finlay
jMcKereher, the well known secretary
.of the Equitable Savings & Loan
Association, and addressed to th
Portland Journed (from the columns
of which it is taken), is straight from
the shoulder, and awakens our grati
tude. The Journal had been over
doing the thing a bit, as usual, and
Mr. McKercher's sense of fair-play
was aroused to a point that yielded
the following rebuke:
"I dislike to become conspicuous
through communications to the press,
but I.can but regard your editorial of
this date (April 29th), in answering
the 'Astorian as to why grain ship
ments should not be made from As
toria, as unfair. I deem it unfair to
Astoria, to Oregon, and to the in
land empire farmer, and so unfair to
Portland and The Journal.
"It is'unfair to Astoria in that you
state as your final reason why ships
load at Portland instead of at As
toria, 'because ships prefer a fresh
water harbor.'f The more than infer
ence from this is that Astoria has
not a fresh water harbor, and this is
in line with the literature of both our
chamber of commerce and board of
trade, stating that Portland has the
only fresh water harbor on the Pa
cific coast.
"Neither your inference nor these
statements square with the facts.
Ship owners and transportation men
recognize Astoria as a fresh water
harbor, and if they do not the bar
nacles upon ships' bottoms do.
"But a few year, ago the chief en
gineer of the Vanderbilt system, in
a published pamphlet, stated that
Astoria was one of the zest five har
bors in the United States, and the
finest fresh water harbor on the globe.
It is unfair to Oregon to decry this
fact and to promulgate the reverse of j
it. Another reason you gave is that
'ships and railroads will always meet
as far inland as possible.'
"The fact is that no 'skipper' de
sires from choice to ascend the, Co
lumba river with his ship, but rather
that, while the ships meet the rail

refuses to meet the ships there,
land for his cargo.
"What does this signify? Simply
this: The railroads haul wheat from
the inland empire to Tacoma, in miles
as far or farther than to Astoria at a
given rate. In doing so, they haul it
up a mountain grade of about 3900
feet and down again, about seven
cars to the engine, but refuse to haul
it for the same rate to Astoria, the
same or shorter distance in. miles,
water level grade and 20 to 60 cars
to the engine -physical conditions in
favor of Astoria which would enable
a competing line to haul to Astoria
at a rate that would absolutely put
the mountain route out of business.
In other words, railroads insist upon
receiving for the, shorter water level
to Portland the same rate as for the
longer mountain grade haul to Ta
come, an injustice to both Portland
ami Astoria, in which they are aided
and abetted by Portland organiza
tions and press.
"Injustice is rather too tender a
word to define this condition of af
fairs, but I refrain from a stronger
one for the sake of good form, and
the feelings of 'Mr. Harriman's stock
holders, who are the only ones not
defrauded by the transaction, while
the farmer, whom we all profess to
love, is the principal sufferer.
"We will probably see, upon the
completion of the north bank road,
the anomalous condition of wheat
passing through Portland to Tacoma
(50 miles longer haul than to As
toria) at the same rate as for the
Portland haul, and Astoria still re
fused 'common point' advantages.
"Astoria should have her rights
'common point' rates on wheat, and
every man jack in Portland should
insist upon it, for so long as we sup
port unfairness on the part of rail
roads to Astoria, what face have we
for cursing Harriman for not devel
oping other parts of the state?
"No one understands Portland's
inconsistency on the Astoria trans
portation problem better than Mr.
Harriman, and understanding it, no
one is in better shape to administer
