GOMPERS WARNING.
Samuel Gompers, president of the
American Federation of Labor, and
one of the strong figures in Ameri
can industrial autonomy of the day,
has given the country, through one
of its greatest organic committees in
Congress, fair warning that the labor
element of the nation is becoming
restive under long denied and essen
tial legislation in the matter of its
.rights to combine in derogation and
defeat of certain trade movements
against organized labor.
He claims, for his constituency, the
right to combine for the lessening of
th hours of labor, for the increasing
of wage scales, etc., etc., and declares
that it was agreed, during the days
in which the Sherman anti-trust law
was being framed, that these exemp
tions were to be made in behalf of
the working people of the country.
And his claim is practically admitted
by the judiciary committee of the
House now in charge of the amend
ments to that famous law.
This being the case, there is jus
tice in his claim and perhaps it were
well to heed now what was then
ignored. The principle involved is
indisputably the laborer's right, quite
as much as it is the financier's, and
it is one of " those wide issues
that make good fighting material.
The laborer as a unit, with such a
plea, may present a front in politics
and at the polls, one of these days,
that will open the eyes of the coun
try to the real power lying latent in
their hands; a power but once dem
onstrated, will become a leverage un
dreamed of in its subseuent demands
and achievments.
FISHERIES MASS MEETING.
installed whereby the rock will go
into the ocean's maw at a rate, of
400 tons per day more than, was
ever attempted before, and other
processes will be employed measur
ably advancing the scope of tne
year's work.
A mere glance at the 25-foot cur
vature maps of that great barrier for
the years of 1901 and 1907, will reveal
to the interested observer, the extra
ordinary work already done by this
system, and the completion of the
jetty to its seaward end, as is pro
posed this year, means much to the
whole country depending upon the
huge enterprise; for, it is as the Ore-
irmii.in nf vesterdav said, the most
, .
important public improvement pend
ing in behalf of the people of the
Columbia Basin; and once its larg
est efficacy shall have been attained,
it becomes the bounden duty of the
government, or of the people of the
States of Oregon and Washington, to
provide against its recession or fail
ure, as to the channel water that shall
fWoInn hv the maintenance of
dredging machines of a' sort adapted
to the territory and range of the
work. It will be consummate folly,
if, after the expenditure of millions
of money and long years of labor,
this vast scheme of commercial ex
ploitation shall be permitted to lapse
into misuse and disuse, for it is the
cardinal feature of all that is to come
to the great basin behind it.
With a minimum of seven fathoms
on the Columbia bar and correlative
improvements on the Columbia and
Willamette rivers the commerce of
the entire Northwest must take on a
new and commanding attitude and
force in the commercial demarcations
of the future.

EDITORIAL SALAD
Admiral Evans begins to think that
rheumatism is intractable, the rem
edies recommended to him having
passed the 3000 mark.
Throughout our history the navy
has been so busy in belting the enemy
that it had no time to notice any of
the defects in construction that
cause such deep concern among the
experts.
"Poise, dignity, sanity and reason

tor Knox. Pennsylvania s favorite
son has the faculty of stating a
statesman-like thought tersely and
forcibly.
Father Knickerbocker who spend
$1,000,000 every day on drinks which
are not soft, in his tnnumerabl
thirsts parlors, now numbers one out
of the multitude which is unique m
that it might with propriety be called
a model saloon. First of all no cus
tomer can obtain more than three
drinks. That it is the absolute limit
and to any who show signs of pre
vious imbibing none at all are sold
Neither is . liquor sold to women
which in New York means the loss
of much trade. Still more surprising
in the light of the general practice
here is the rule which absolutely for
bids the cashing of pay checks, the
idea being that they should be taken
home. It is no wonder either that
Father Knickerbocker should blink
in surprise at learning that this par-;-iit:ir
saloon shuts uo before the
closine hour and stays shut on Sun
day. There are several thousand
others doing business here which
make only the barest pretense of ever
closing. To do anything else would
be humorous since the police wink
at the ODen evasion of the law. In
fact this model saloon is so far as Is
known the only one in Greater New
York which observes the law. As a
last straw to the incredulity of the
averaee New Yorker no gambling
of any kind, but even the familiar
dice box, is tolerated in the place, and (
the proprietor neither gives nor ac
cents treats. It is in short a startl-
I
ingly bright spot in the record of the
city within the biggest drink bill in
the world.

The mass meeting heralded for
next Friday evening at the Astoria
opera house is to be made significant
of the exact attitude of the people of
this city on the grave questions that
have arisen in regard to the salmon
fisheries for which Astoria stands.
Therefore, every man with a grain of
interest in the biggest, most vital,
and paramount, industry of city and
section, is sure to be there, and the
house simply will not hold them. An
overflow meeting will but emphasize
the popular concern, however, and
we shall be glad to see it.
If Astoria cannot turn out in such
a cause as this; if she cannot put
i,prcplf nn record snuarelv in this
emergency, for the salvation of her
integral best, then let the last man
stay away from this place and keep
shameful silence for all time. But
no one is anticipating such a delin-

thing short of this will be damning
to the people here.
