stocks arc light in all quarters and
the market firm, with quotations $4,00
to $4.50 in the jobbing and local
trade, but new Bermudas from Texas
are expected to reach the market
some time next week. Two cars have
already been despatched from Texas
to Portland. They will probably sell
here at about Sc a pound.
Predicts Decline in Butter.
A Front street butter dealer said
today: "Everything points to lower
butter prices in the near future. The
California market is weaker and
prices there have fallen as a con
sequence of heavy production.
Oranges May Advance Soon.
The indications are for a scarcity
of oranges next week. Receipts have
been light for several days past and
onl ya few cars are rolling from the
Soutn.

THE DESIRABILITY OF A LAW
For Its Own Sake Congress Should
Place Practicing Before Its Com
mittees Upon the Same Plane as
Practicing Before the Courts.
WASHINGTON, D. C, April 3.
The evidence adduced before the
investigating the charges of lobbying
in connection with submarine boat
legislation emphasizes the desirability
of Congress enacting a law estab
lishing a parliamentary bar. As long
as persons are permitted to represent
interests having legislation before
out of sight or nearly so, and their
employment a secret or virtually so,
so long will Congressmen and all
persons not their constituents, having
business with them, be open to sus
picion. Without the light which is
shed upon subjects under considera
tion by Congress by outside parties,
the laws of this country would be in
a greater mess than they now are.
Not one Congressman in ten under
stands subjects on which he votes
and the leaders in most cases obtain
their information from interested
parties rather than by original re
search. This is of necessity the case
and is by no means a reflection upon
the personnel of Congress. Corpora
tions pay enormous sums to attor
neys to present cases affecting their
interests to the courts and no one
questions such employment of dis
tinquished counsel. Why it should
be regarded as honorable employ
ment to accept a commission to ever
throw the action of Congress by de
monstrating its unconstitutionality
in the courts and on the other hand,
employment to prevent Congress
from enacting unfair or unconstitu
tional legislation should be frowned
upon, is not exactly dear. For its
own sake Congress should place
practicing before its committees on
the same high plane as practicing be
fore the courts. A law requiring the
registration of all legislative repre
sentatives, together with a statement
of the measures in which they were
interested and the parties whom they
represented, and the stringent en
forcement of penalties for failure to
so register, would do more toward
ridding the Capitol of undesirable cit
izens than countless so-called investigations.
