"IN THE NAME OF THE STATE"
The pendency of the State appro
priation of $125,000 for the University
of Oregon before the people of this
State, for confirmation and authorita
tive use, is a standing challenge to
every thinking voter in the State to
advance and maintain the great
school that bears her name. The
U. of O. is an institution of the
Commonwealth in every sense of the
word; it is a departmental adjunct, as
are the fisheries, the railway com
mission, the dairy and food division;
and holds the commanding vantage
inseparable from the educational ele
ment, than which nothing, in the eco
nomics of the present day, is of more
profound importance.
Pride should prompt an affirmative
vote from every individual elector in
this matter, and not that alone, but
his cordial and incessant campaign
ing for the essential victory. Pride,
justifiable, understandable, inherent
and intensive is, or should be, the
key-note of all dealings between the
people and one of their chiefest
creations such as this; and the fost
ering of that pride is possible only
by the exercise of the popular man
date for adequate and generons sup
port of the institution in question.
The young manhood of the State and
its right and righteous evolvement are
wrapt up in such issues as .this,(if
issue it be,) and risks or blunders or
false economy have no place in the
consideration due that phase of our
Statehood.
The University is a foundation
rock in the civic structure of which
we are all so proud; to permit its dis
integration and disuse for want of a
comparatively small sum like this,
would be an insult to the dignity of
the State and an open confession that
we are not in the race for eminence
and distinction among the educated
people of the land. Let the econom
ical spirit of the hour find expression
in less conspicuous and more amen
able channels than this great and
growing and popular element of our
organic life.
- TO CIRCLE THE EARTH.
It would seem, from the despatches
at hand, that the "superb sixteen,"
Fighting Bob's pets, are to circle the
earth on a grand tour of honor and
pleasure and craft-culture; and we of
the upper reaches of the Pacific arc
not to see them in all their glory.
Well! We can stand it. And find
pleasure in the notable and gratula
tory reception the civilized people of
the wide world shall shower on the
gallant ships and men of America.

STATE LAND RESERVE.
The movement to create a state
land reserve based upon the holdings
of Oregon in the federal reservations
being exchanged for like acreage out
side them in a compact body, sounds
to us like a fair and sensible project.
The absortion of state school lands
ithio the government reserves and
the lieu-land principle that has been
invoked to equalize the situation in
the State, has always, been of more
or less trouble and ambiguity and
dissatisfaction to the land board and
the people; and if the entire interest
of the State can be merged in one
solid, marketable domain in a dis
trict amenable to purchase, settlement
and improvement, the sooner it were
done the better. This is the way it
strikes us now; subsequent develop
ments may qualify the case, but if
they do we hope it may be to ampli
fy the approval the scheme seems to
deserve, primarily.

tors of the Fifth Judicial District for
their consideration for the office of
District Attorney of said District, I
desire to say that if I am nominated
and elected, I will, during my term
of office, honestly, vigorously and
impartialy perform all the official
duties pertaining to said office, with
out fear or favor, endeavoring always
to accord to every individual, irre
spective of party, politics or person
alities, a iquare deal under the law,
keeping always uppermost in my mind
the interests of the tax payers of said
District and State.

EDITORIAL SALAD
The Pall Mall Gazette remarks that
kings are a necessity and that "if
society were to start at scratch to
morrow morning, a king it would
have by tomorrow evening." This
may be true of England, but the per
son who tries the theory on this
country will strike a rocky road.
It is said that by the tunnel under
the Hudson, New Jersey is "moved
bodly three miles nearer New York
in point of time," and Governor Fort
of New Jersey predicts that in 50
years the biggest part of New York
City will be in that State. With
Philadelphia overflowing into it at
the other end New Jersey may event
ually be turned into a metropolitan
borough.
Anarchists are mistaken who imag
ine that there can be any good time
for them to resume operations in the
United States. They will be dealt
with, wherever found ,in a way that
will go to the root of the evil.

FARMERS TO THE FRONT.
This is a season when the agricul
tural interests and people of Oregon
should get to the front and make
proper showing at the railroad ter
minals and junctions and depots, in
order that the incoming seekers after
such advantages may git in ready
touch with the technicalities and
abundance of our land, and gain in
telligence of the where, who, what,
when, and how, of the land and its
culture, its resources, value and pro
ductiveness. The farmer must move to the front
and (rive these people welcome and
friendly counsel, and , he must be
backed by the townsman and the
chambers of commerce and boards of
.trade; in fact the agricultural and
horticultural doors of the State must
be kept wide open, with invitation
Senator-elect Bradley of Kentucky
is a hard worker in public affairs, a
good speaker, thoroughly familiar
with the history of his native state
and a stalwart Republican. He wlil
make his mark among the Senators
of energy and constructive ability.
A New Orleans paper says "It is
quite plain that the dispatch of a great
fleet to the Pacific was a move to
ward permanent peace between the
United States and Japan." This talk
is better than any heard from the
jingoes, and much nearer the truth.
It is hinted that the German am
bassador to the United States who is
visiting Cuba will protest against the
withdrawal of this government from
the island on the ground that German
interests will be imperiled under a
Second native administration. If oth
er nations should join in this question
there would be a new Cuban question.
75,000 STARVED TO DEATH.
BERLIN, March 14. Apart from
the losses sustained in fighting and
by disease the recent German cam
paign in East Africa caused the deaths
of 75,000 natives from starvation. This
statement was made by Colonial Sec
retary Dernburg in the course of the
debate on the colonial budget in the
Reichstag. He explained that the
troops were compelled to seize all
supplies, either to feed the soldiers or
weaken the enemy, with the result
that 75,000 starved to death.

HARVEY B. LORD.
His Will Liable to be Contested by
His Daughter.
CHICAGO, March 14.-Was Har
vey B. Lord, father of the Illinois re
vised statutes incapable of drawing of
a will which would bear legal scru
tiny. Mrs. Ida H. Lord, his eldest
daughter, apparently thinks he was.
She has filed in the court a bill in which
she asks that the will of her late
father, disposing of bis $500,000 es
tate, be set aside. The action, based
upon an alleged technical error in the
document, is likely to develop a fight
on the part of the other heirs.
The entire estate, according to the
terms of the testament is left in
trust by the testator to his grand chil
dren. His daughters, Mrs. Lord and
Mrs. Nellie R. Comstock, each re
ceive half the income during their re
spective lives.
Mr. Hurd died two years ago. He
was recognized as one of the leading
lawyers of the middle west. He was
one of the projector of the Chicago
Drainage Canal, author of the Tor
rens Act, and the juvenile court, as
well as a reviser of the Illi
nois statutes. He had been married
three times'.

burg, in the early 60's and for 40
years a prominent resident of Colora
do and California died here yesterday.

STUDYING FINANCE.
SAN FRANCISCO, March 14.
Among the arrivals yesterday on the
Pacific Mail steamship Manchuria was
Dr. Chin Tao Chen, senior secretary
to the Chinese Board of Finance. He
has been dispatched to this country
to study the currency question, and
will later pursue similar studies in
Europe. Dr. Chin will proceed at
once to Washington, where he will
report to the Chinese legation.

500 ITALIANS "FRISKED."
BROOKLYN, March 14.-Acting
Captain Kuhne, of the local detective
bureau, last night, sent out fifty of
his men, composing ten squads of five
men each, each squad in charge of a
member of the tlalian detective staff,
to scour the Italian sections of the
city. Five hundred men were "frisk
ed," and as a result three were ar
rested, charged with carrying con
cealed weapons. They were Pasquale
Afbrosio, of 260 Elton street; Pes
chere Romano, of 24 Garfield place,
and Salvatore Sicily, of 585 Flushing
avenue.

CHICAGO, March 14.-A new
concern which will represent some of
the biggest coal interests in Chicago
and the west will be launched in
Chicago, April 1, when the city fuel
company enters the field to handle
an exclusively retail coal business
throughout the city.
The new company will include an
amalgamation of the city trade of the
Peabody Coal Company, the Anthracite-Bituminous
Coal Company, the
Miami Coal Company and the Globe
Coal Company, al of long standing
and strong influence in the Chicago
