CONGO INDEPENDENT STATE.
BRUSSELS, March 4. It is an
nounced that King Leopold and the
Belgian government have come to a
complete agreement on the question
of annexation of the Congo independ
ent state. It is stated in official circles
that the agreement was made possible
by an important concession by the
king in consenting that the parlia
ment have control of the Congo
budget. In addition the king secured
for Belgium the magnificent domain
of Cape Ferrat in the South of
France, reserving for himself the use
of it, however, during his lifetime.
The government on its part agrees
to propose that the chambers vote a
special fund to carry out certain un
dertakings in the Congo and in Bel
gium which fund will not exceed $12,-
000,000 and at the same time a special
annual credit of $600,000 will be in
cluded in the Congo budget for 15
years for the construction of hospi
tals and other institutions in the
Congo. ;

The handsome white hull of the
revenue cutter Hugh McCullough,
loomed pleasantly on the Astoria
vision about 9 o'clock yesterday
morning, and is now at anchor in the
city channel off the A. & C. docks.
She comes here from Neah Bay, for
her mail and for fuel, supplies and
the pay of men and officers, after re
ceiving all of which, she will return
to Neah Bay, to await the return of
the cutter Thetis, now in Alaskan
waters on an expedition in the inter
est of some wrecked Japanese ma
rinrra. When she is relieved by the
Thetis, she will return to these
waters and take her place on this
station. She has a crew of 69 men
and 7 officers, and is a snug little
craft and swift withal. Her officers
are: G. C Carmine, first lieutenant,
commanding; B. H. Camden, first
officer; G. C Alexander, second lieu
tenant, second officer; II. E. Rideout,
second lieutenant, third officer; Roger
C. Weightman, second lieutenant,
navigator; C. J. Curtis, second assist
ant engineer, chief engineer; and
Harvey T. Johnson, second assistant
engineer, first assistant in that de
partment She is of 869 tons burden;
carries six guns; was built in 1897,
at Philadelphia; and has, heretofore,
been stationed at San Francisco.
f The French bark La Perouse, Cap
tain Le Dry, arrived down on the
hawsers of the Oklahama yesterday
morning and is all ready for sea, and
Europe, with her big cargo of grain.
She will probably cross out this
morning.
The French bark Moliere, Captain
Le Pennec, arrived in from San Fran
cisco yesterday morning at 9:40
o'clock, and will go to Portland on
ih first tow line that offers, to load
out wheat for Europe. The Moliere
made it from bar to bar in six days,
which indicates that she is a good
sailer.
The steamship Breakwater, Captain
Macgenn, is due down this morning
from Portland, and will sail early,
from the O. R. & N. pier, for Coos
Bay.
The steamship Geo. W. Elder is
due down from the metropolis at an
early hour tomorrow morning, bound
out for Eureka, San Francisco, and
Port Los Angeles.
The Numantia is among the expect
ed arrivals in this port from China
and is likely to be reported at any
hour.
The motor schooner Delia, Captain
Jones on the "bridge," arrived , in
from the Nestucca yesterday morning
at 1:50 o'clock, with 600 cases of
cheese in her hold, and is discharging
same at the O. R. & N. docks.
The motor schooner Gerald C, is
loading out for Nehalem at the O. R.
& N. docks, and will leave today, or
in the morning, if all is well.
The steamship Senator will be
down from Portland on Saturday
morning and wil leave out about 8
o'clock for the Bay City.
The steamer Sue H. Elmore went
to sea and Tillamook yesterday morn
ing at 5:30 o'clock; and on her re
turn trip will go on to Portland, her
port of departure.
Captain Le Dry, of the French
bark La Perouse, reported to the
customs authorities here yesterday,
that on the trip down the river from
Portland, three of his men sneaked
some life-preservers from-the racks
and slipped over the side about mid
night on Tuesday, making good their
escape. The master will endeavor to
fill their places in this port ,
The coast tug Geo. R. Vosburg ar
rived in yesterday from the Nehalem
river, with 30 cases of apples, which
will be discharged here.
The French bark Mareschal Davout,
Captain Kampart, arrived in from
; m Pedro, vestcrday noon and went
to anchor in the lower harbor. She
is consigned to Balfour, Guthrie &
Company, and will load food-stuffs
for Europe.
The British bark Crown of India
went up. to the metropolis yesterday
morufng, on the tow lines oi me
Oklahama.
The steamer F. S. Loop was an
early arrival in port yesterday morn
ing and after a brief stay at the Cal
lender pier, went on to Portland.
The Kamm steamer Undine came
down the river with good business
yesterday evening; and returned on
schedule time well fixed for the trip.

NEW YORK, March 4.-The sd
vantage of the bill introduced in
Congress by Congressman Bennett
providing for the deportation of anar
chists is expressed by Commissioner
of Immigration Watchorn of this
port. The commissioners states that
he has always done everything in his
power to keep anarchists out of the
country, but says he knows of no
way in which they can now be deport
ed. He believes that the passage of
the Bennett bill would be of great
benefit to the country.

Mayor Taylor yesterday received a
letter from President Roosevelt say
ing that neither he nor Secretary

the arrival of the fleet under Admiral

is the proper official to receive the
fleet on such an occasion, will be

States Senator Ridfield Proctor, of
Vermont, died today after a short
