SAN FRANCISCO, Feb. 29.-Th
coming of the big fleet to Sun Fran
cluco is already having an effect on
local conditions, though the war ship
will not reach California's principal
port for nearly three months. A nuin
bef of auxiliary vesels will be requir
ed to attend to the daily needs of the
fleet, and these vessels are now being
elected by representatives of tli
navy department. Nearly all the
available craft in San Francisco har
bpr wilt be called into this service,
ami tor the purpose of selecting
what is best fitted for the work, in
pection are in daily progress.
As to where the fleet will go after
its visit in the Bay of San Francisco,
there can be only conjecture, since
even Secretary of the Navy Metcalf
declares that no definite plan has
been formulated, but the fact remains
(hat if orders to go around the world
should be received by Rear Admiral
F.vans, he will be ready to proceed at
a moment s notice for immediate ac
tlon.
These auxiliary vessels will add to
the spectacular naval display in San
Francisco harbor. They will be in
service day and night, and with the
coming and going of despatch boats,
launches and other minor craft will
upply a scene of continuous activity.
Fatrol boats darting to and fro and
the usual flotilla of the fleet will sup
plement the life of the occasion, af
fording an attractive outlook for the
people of San Francisco and the visi
tors within their gates.
While San Francisco is assiduous
ly engaged in preparing to welcome
the fleet and to honor the officers and
men who are to be the guests of the

about the bay and In the interior are
also engaged in getting ready to re
ceive tho visitors. Oakland, Berkeley
and Alameda have appointed com
mitties and are taking steps to show
the attractions of their respective
localities, Situ Jose, Sausalito, San
Rafael, Vallejo, Richmond, and Hart
ines are moving in the same direc
tion. Sacrament, Auburn, Marys
ville, Ukiah, Santa Rosa, and other
interior points will vie with one an
other in extending a welcome to the
men who will come with the fleet.
One feature of the receptions that
wilt be provided is the welcoming of
fraternity members by local lodges,
It is estimated that there will be at
least a thousand Odd Felows, nearly
as many Knights of Pythias, hum)
reds of Mattons, and that almost all
the other secret societies wil be re
presented among the crews of the
fleet, Thexe members, of fraternal
societies will be accorded special hon
ors at the lodges that they visit, and
will be made to feel that they are
among brethren, thus adding to the
homelike feeling and dispelling the
idea that they are strangers in
strange land.
Not the least attractive feature of
San Francisco to come under the ob
scrvation of the visitors will be the
vast progress made in the recoil
struction of the city.
California, through the State Cen
tral organization, The California Pro
motion Committee, has issued a call
for labor, men, women, end boys of
16 or more, to work in the fruit
orchards in gathering the golden har
vest for the season of 1908. While
at this writing there is an over supply
of labor, by the first of June when
the fruit season commences there will
be work for all. The scarcity of lab'
or has always been one of the pre
plexing problems of the horticulturist
in California, one for which as yet no
adequate solution has been found. In
consequences every year thousands of
dollars are lost on fruit which can
not be picked. Sometimes villages
have turned out in masse and co
operated in gathering in the crop,
As time goes on the situation, in
stead of being ameliorated, has be
come more acute. Despite the rapid
growth of population the spread of
the fruit tree, the berry, and the vine
has been much more rapid. The ex
tension of irrigation system and
there will be even greater activity of
development in this respect during
the succeeding years has worked to
ward the cutting up of the , large
tracts of land and , the consequent
placing on the market of the 20 and
40 acres tracts, an encouragement to
the small farmer and to diversified
farming on the intensive plan.
Taken as a whole the crops last
year were not up to normal in quanti
ty, and, basing predictions on the ex
perience of past years, the prospects
this season are for heavy crops. The
rains during the past few weeks have
confirmed these prospects, coming at
a time when moisture was much need
ed and falling generally throughout
the State. The rainfall for the sea
son is up to normal Snow is plenti
ful on the mountains, insuring suffi
cient water for irrigation during the
summer. '
As an instance of the predicated
bountiful crops, the , citrus reports
may be taken. The growers' agency
estimates a , bumper crop of lemons.
For all these reasons California
stands with open arms to surplus
population of the East, offering the
additional inducements of a worthily
famed salubrity and a very low cost
of living. Wages for ordinary un
skilled labor range from $J.OO per day
and board upward, and for piece work
particularly in the canneries and pack
ing houses, the daily earnings range
from $2.50 to $4.00 per day.
Realizing that the prospect of Steady
mployment is a weightyd argument
in inducing the influx of labor, many
localities are offering inducements to
capital to locate factories and in
dustrial enterprises in the interior,
thus giving opportunity for continu
ous employment to those working, in
season, in the orchards.
The Committee will gladely enter
into , correspondence with anyone
evincing a desire to go to California.
