THE TWO FRONTS.
Our people should not forget that
there are two fronts to the beautiful
bay that lies at our doors; the- land
' front and the water-front
The latter is perfect; nothing we
can do will addto its charm nor
increase the glory of it, and we would
not change it if we could. It is a
fixed and universal delight to all men,
natives and strangers alike, and the
view from any level we possess
gratifies every sense and ideal we
. cherish.
But the view the other way around
is Quite another thin?: that is. the
near-view from the channels that pass
close to the dock-lines; it is simply
hideous; a disgrace to the community
and a patent confession that we are
without pride and spirit enough to
get in and clean up.
We hear of it often, far too often
from sources that might as readily
say something very much oleasanter
and more to our credit if we but gave
cause tor it as amply as we furnish
grounds for the adverse comment
And it is hieh time we wr onina
about our business of making this
cnange. it is up to us, generally
peaking, and up to the property
owners mere, primarily and specifi
cally.
If there is not charter authnrtrv
enough in the present organic law of
ine city, then we had best amend that
instrument to a point that will give
the common council power to do this
woric at the cost of the property and
enforce its orders. As a general thing
we would avoid prescriptive rule as
uaoie to misconstruction and abuse;
but there are times and persons sus-
cepuwe to no other system of con
trol; and the good of the public is a
bigger thing than the purse of a
negligent, or a penurious, owner, who
contrioutes deliberately to the dis
credit and disfavor of the citv

There is a doctrin gaining ground
throughout the East that the saloon,
as a business element, will become
vastly more tolerable, morally, and
much more profitable to its owner, if
it Shall Dav an annual license nf
$1000, in Leu of the lesser sums now
universally exacted throughout the
country. And if the rule proves
efficacious there, it will be just as
good tor the West; and Astoria being
vi tne west, the subject becomes one
of interest here.
With her 50 saloons, Astoria has
one for each 300 of her people, which,
in itself, is too restricted a margin;
and when this is reduced by the
elimination of, approximately, 150
children and 50 wives and mothers,
tne residium ot 1UU men to patronize
each saloon, curtails the reliance of
the business to a group so small that
ext-nordmary indulgence, and practi-
cally common drunkeness, must make
up the paralyzing shortage that else
would ensue.
These are the conditions that make
against the saloon as a business.

many prefer the former because it
provides the instant and positive
standard of regulation, without hav
ing recourse to the sumptuary and
