Congress Taking Favorable Notice of
Alaska-Yukon-Pacific Fair.
SEATTLE, Feb. 10-The work on
the grounds and buildings of the Alaska-Yukon-Pacific
Exposition goes
on without interruption. The Manu
factures building will soon be ready
for the placing of the big roof, while
the Agriculture building is rapidly
taking shape. The Auditorium, Ma
chinery and Fine Art buildings, per
manent structures, will soon be under
way, as likewise will the Mines and
Fisheries build:ngs.
The exposition is gaining many
more friends in congress. A favor
able hearing was had recently in the
house committee on industrial ex
positions, at whic,h many prominent
men appeared in behalf of the 1909
fair.. Among them was Secretary Taft
who is in favor of a liberal appropria
tion for government participation.
The committee in the senate has re
ported the exposition bill favorably.
The exposition measure as it now
stands makes an appropriation of
$700,000. Of this amount $300,000 is
for buildings and $400,000 for ex
hibits. The exposition management
has assurance that the bill will pass
sometime in the near future.
The entire west is standing back
of the exposition with its suport.
The following editorial in the Port
land Orcgonian adequately expresses
the sentiment felt in the western
states in regard to government par
ticipation: '
: ! "In all of the reports coming from
Washington, D. p., constant refer
ence is made to the bad effect which
the Jamestown fiasco would have on
the expected appropriation for Seat
tle. f If this be the' .influence working
against the project, it reflects no
credit on the intelligence of the men
who arc unfavorable to a liberal ap
propriation,' ' ' 1 !! ' '
"The ' conditions and influences
which made a failure of the. James
structed as having anything in com
mon wh those which will govern
the success or failure of the big show
Scuttle is preparing.
"If the Seattle Exposition must be
haggled over and cut down because
the Jamestown Exposition was a
failure, why would it not be fair to
pass a liberal appropriation, and pass
it quickly, because the Portland Ex
position was a grand success? Near
ly every element that entered into the
success of the Portland exposition
will be in evidence at Seattle.
"The exposition will be a success
because the Portland exposition was
a success. The western stamp of en
terprise and self-reliance was on the
Portland project, and it will also be
on that of Seattle. It was sadly mis
sing from the Southern failure. If
the bill is pruned too deeply or should
meet with defeat, it will be largely
the result of ignorance on the part
of the men opposing it.
"The theory that the Almighty
never claimed jurisdiction west of the
Rocky Mountains is still fondly cher
isned by too many Eastern people,
and the West is not infrequently
forced to suffer by reason of this ig
norance. It would be most regret
table if this feeling should prevent
Seattle from receiving the recogni
tion to which she is entitled. The
value of government recognition in
an enterprise of this nature extends
beyond the mere money appropriat
ed, for with liberal aid from the gov
ernment the exposition receives a
prestige of value difficult to estimate
in dollars and cents. Were it not for
this fact, it is hardly probable that
the Seattle Exposition would be very
much loser by the failure of the gov
ernment to assist.
"Seattle is resourceful, and from a
purely money standpoint could make
up for any government deficiency;
but in view of the manner in which
other similar projects have been aid
ed, it is hardly fair that she should be
denied some aid. Some of the coun
ties in the state have already pledged
appropriations aggregating $250,000,
and the amount pledged by Seattle,
the State' of Washington and other
states reached a sum by comparison
with which the amount asked from
the government is quite modest. Be-

cess is a certainty should be denied
a much smaller amount."

REGULATE WIRE COMPANIES.
WASHINGTON, D. C., Feb. 10.
Regulation of telegraph companies is
next in order, according to the pro
gram of Senator La Follette and Rep
resentative Cary of Wisconsin. As a
first step, they have introduced a bill
prohibiting the giving of telegraph
and telephone rates, and fixing re
quirements for the recording of all
telegraphic messages. ,.
Representatives of the telegrapher's
union who are in Washington urg
ing the passage of the La Follette
Cary bill point to the plan of the new
telegraph company, the Telepost, in
proof of their assertion that the old
wire companies are mulcting the pub
lic of enormous sums annually. The
Telcpost's rate is 25 cents for 25
words without regard to distance, and
convincing evidence is produced to
show that a very profitable business
can be done at this rate, using the
Delany rapid automatic system of
sending and receiving.
The attention of Congress is also
drawn to the fact that the Telepost
company has announced that it will
give the exact filing time and time of
receipt at destination on all messages.
This will include "teleposts,"' sent by
wire and delivered by mail at the rate
of 50 words for 25 cents, as well as
telegrams.
