ASTORIA'S TWO NECESSITIES.
Now that this city and port has con
eluded to go its own pace and do
for itself those things most essential
to its commercial progress, it were
well to define, and go at, the basic
matters in order to have something
safe and solid to build upon. ' And
from the best expression of popular
sentiment, as heard on the streets and
public places hefe, the two most
necessitous elements of the Astorian
program are, the establishment of the
Port of Astoria upon the same full
lines as Portland is proposing to de
velop her port, and the extension of
the "common-point" rate on grain to
this city and port One is as essen
tial as the other and both are practi
cally inseparable in the working out
of what shall follow.
The preparation of the Port of
Astoria initiative is in excellent hands
and will be sent to the people in due
time for their action at the June polls
and should include the whole of
Clatsop county so far as its authority
and operation go. Once we have the
legal, commercial status upon which
to conduct our maritime negotiations,
we will be independent of any other
commercial influence, in the State, or
out of it, save for whatwe may cul
tivate upon friendly and business
basis in the future; and even in this
behalf we shall be in wonderfully
better shape.
As to the extension of the common
point rate to Astoria, we have but
to invoke the latest amendment to
the Interstate Commerce Law, which
confers the rate upon any point- in
the field where it operates and to
which it may be rationally extended
as a shipping center in the district
where the rate prevails. It is not
probable that the transportation lines
involved in such a step will make any
determined fight against it for the
simple reason that the three com
panies with any right to set up oppo
sition, are, practically, under one sys
tem of ownership and control, the
Great Northern, the Northern Pa
cific, and the Portland & Seattle; and
any contention they may be disposed
to make will be offered upon the
hypothesis that they, themselves, are
not yet ready to haul grain here upon
a common or any other rate. Yet this
plea would not avail to hinder us in
preparing for the business we are en
titled to, and must have in a very
short time; especially as we are lay
ing the fundament of a legally estab
lished terminal port for the handling
of this very business.
The Chamber of Commerce is
moving carefully and thoughtfully on
these two important lines and by the
time they are achieved we are likely
to know a good deal more about our
real attitude with the great concerns
that will eveneually control this
business, than we have, as yet, been
able to ascertain with even a shadow
of certainty. We hope to see both
measures pressed to conclusion and
that that conclusion will be profitable
for all concerned, the port, and the
railways leading to the port

Deep as the regret everywhere is
over the death of Captain William E.
Larkins, who expired from heart dis
ease at the wheel of the Lurline in
Portland early On Monday morning,
there is almost universal comment on
the, fact that he died at his post, the
sign-manual of the best faith a man
can "show to his trust, and to those
who have confided it to him. No
John D. Rockefeller, Jr., advises
that no money be lent to a friend
without a note. Evidently he has not
been burdened with worthless "prom
ises to pay."

stead of workhouse.
Dispatches saying that "Central
America is on the verge of revolu
tion" seem to have a familiar ring,
somehow.
greater tribute can be paid to any
man than to say he was ever faithful;
and this is what all men say of Cap
tain Larkins. . The waterfront people
of the metropolis, and from there, all
along the Columbia river, to the
Flavcl dock in this city, there is only
the word of praise and genuine re
spect for this man who for nearly
two score years has been in almost
daily touch with the river population;
and always with that kindly, pleasant
and certain intimacy that makes for
such a career as his. To be famous
is one thing; to be true, constantly
and unwaveringly, is another, and the

BIG ARMY DEPOT.

SAN FRANCISCO, Jan. 28.
Examiner says:
The federal authorities have taken
definate steps to secure a site here
for the biggest United States army
depot in the country. It is to be lo
cated on part of the existing army
reservation at Fort Mason and then
run northerly on land at present sub
merged. '
This submerged land is owned by
the Dore family of this city and Mrs.
Herman Oelrichs and her sister, Mrs.
Wm. K, Vanderbilt, jr., of New York.
The land is to be condemned in the
United States Circuit Court Assis
tant United States District Attorney
Clark perfected a suit for that pur
pose yesterday, ongress has already
appropriated $1,500,000 to pay for the
site and filling in the submerged sec
tion. Outside the price of the con
demned land the depot with its many
buildings and wharves is to cost fully
two million dollars.
The land to be condemned lies be
tween Laguna and Lewis Streets and
Van Ness Avenue and today is a
small, shallow arm of the bay, upon
which the headquarters of General
Funston looks. Congress in passing
its $1,500,000 appropriation bill for
condemnation and other purposes,
