There is no longer, any panicky
feeling anywhere. Money is coming
but of its holes and finding its way
to the depositories natural to it at
this season. In New York monetary
conditions would be normal except
for two or three reasons. One is
that trust companies doing a banking
business are now required to keep the
same reserves as other banks, which,
owing to the magnitude of those in
terests in New York, will appreciab
ly reduce the volume of loanable fund

ior banks to retain their surplus funds
in their immeidate control rather than

At a time- when the subject is of
peculiar importance the United States
Geological Survey has issued a bulle
tin, long in preparation, on "Coal
Mine Accidents; Their Cause and
Prevention." It is shown by the
facts furnished that the ratio of miu-
ing fatalities is much larger in the
United States than n other countries.
In 17 years the number of miners
killed in the United States has been
22,840. The list of killed was 1057 tn
the year 1891 and 2061 in 1906. This
year's total will be much larger, three
coal mining catastrophes haying oc
curred in the present month. In the
United States the mining fatalities
last year were 3.40 per 1000 employ
ed; in Great Britain, 1.29; Russia,
1.80: Belgium. .94, and France, .84.
This is an alarming disparity, and,
moreover, the ratio, which increases
with us, has declined abroad during
the last 10 years.
The experts of the Geological Sur
vey say that the natural conditions in
the Unjted States for extracting coal
are the best found anywhere, but the
regulations are far less stringent.
Many miners in this country speak
only a foreign language and are in
clined to be reckless in trying to in
crease production. In British mines.

opinion, and it was written before the

to prevent not only new work in de
velopment, but the resumption of
work on partly completed projects.
There is a great deal of resumption,
but there is more non-resumption.
The great business of the world,
however, is transacted by the ex
change, not of cash, but of credits.
The normalization of the cash con
ditions, therefore, does but little to
ward the resumption of activity, ex
cept in so far as it tends to inspire
confidence. Credits, however, depend
upon the financial judgment of future
values, and as yet there are no suffic
ient data on which to base such judg
ments. Thus far farmers have been
very little affected, except by delays
in realizing on their products. The
prices of most farm products, and
particularly those which are exported
most largely, hold up very well
Those which for any reason have
small foreign demand are much hard
er to move and dealers and packers
face a probability of carrying over
larire stocks. That does not greatly
affect the present purchasing power
of farmers, but may seriously affect
it next year. As these stocks are be
ing carried by bankers, the volume of
loanable credits is by so much. The
future purchasing power of labor is
also uncertain. Tne labor unions are
everywhere resisting the fall of wages
which should naturally take place at
such a time, which is generally be
lieved to be the very wost policy of

greatly decrease the aggregate
amount paid out in wages and in
crease the number of those out of
work. As nobody can foresee to what
extent the products of investment will
be marketable in the near future, all
fimdent concerns are cautious in

operations. The immediate future of
the American market being therefore
unsettled, we may be said to be in t
