THE OFFICIAL EXAMPLE.
Whenever, by election, or appointment,
man becomes, in any sense a sponsor
for the public business, the public peace,
the public morale, he is looked to by that
public which he serves, for the personal
conduct and dignity that justifies his
..i.. in tha nnhlie service; and the
r ,
closer and more intimate his relation and
touch with the people themselves, the
more exacting becomes the demand for
rectitude and orderliness in his indi
vidua! conduct. Xo officer who forgets
this can hope for the respect or the con
fidence of the public; it may be passed
bv in silence for a time but it is not for
gotten and always carries its specific
w rfct in the future caicumuini "
which that officer figures. This ia e
oeciallT true of the personal habit of
v. k fi who sennit the
owi J '
drinking- disposition to usurp any eon
mieuon control over him, on duty, 01
off duty, drive the rending wedge of
miSDieioo in the substance of popular re
1Um so far as he ia concerned, and
tmdtlv commit himself to the dis
qualifying laches of incompetence and
incapacity, simply because the public
will never fully trust a man who drinks.
An officer chareed with the upholding 01
the law is expected to set an example
favor of that law: his failure to do
thU. and his deliberate fracture of the
law. personally, account him irrespon
sible and subject to righteous criticism,
end all men know where adverse criti
cism leads to.
ASTORIA'S CIVIC INDEPENDENCE.
It is becoming more and more appar
ent that the city and port of Astoria are
under the ban of Portland's fear and
disfavor in all things commercial; that
the metropolis, according to the tales of
its press, would infinitely rather" see
what she must lose in the way of ship
ping go straight to Tacoma and Seattle,
rather than find lodgment and counte
nance here; that, under no sort of cir
cumstances will Portland sanction or aid
us to the one essential and commanding
thing we are equipped, better than any
other place in all Oregon, to handle,
build and make good upon, the shipping
of the Columbia basin. This conviction
has at last become grounded in the pub
lic consciousness and Astoria intends to
find expedients that will balance the '
neglect, and achieve her own victory in
her own way. j
Independent, positive, opportune,
quiet, direct action is what (and all),
that is needed. Astoria must go out
into the world, on her own hook, with
cordial invitation and an open hand and
clear purpose; invoke outside interest
and capital in those things that she has
of conspicuous import and certain value
and rely upon herself and hep own in
itiative in the unfolding of her destiny;
and doing this, and succeeding, she need
never forget the fact that she is in the
Portland "discard" along with other
towns and cjties in the state. Lets "go
to it" on our own account, and when we
get there "do it!"

THEY ARE LINING UP.
Just as an indication that the Con
gressional campaign pot is on the fire
but not yet quite at the boiling point,
we quote the following from the Blue
Mountain American, of Suiripters
"From his interview in the last Sun
day issue of the Oregonian one would
beiieve that Congressman Ellis, considers
his renomination and re-election a cer
tainty. :
"Of course all appreciate that self
confidence h a sterling virtue and enter
most largely In the uccs of every life
vet there is a certain something
known a overconfidence, which aa his
tory has proven often turns an accepted
success into failure.
"Now that ex-Governor Geer has an
nounced his candidacy for that oflk
we believe that some of his feeling of
having a strangle hold on the renomina
Uon and re-election will soon be shown
bv Mr. Ellis and he will realize he ha a
foenian worthy of a battle.
"At anv rate it is our firm conviction
that Mr. Geer- will make a surprisingly
strong showing at the primary election
and between the two we pick Mr. Geer
is the "winner."

PROOF THAT EARTH REVOLVES.
XEW! YORK. Jan. 10. Visible proof
that the earth revolves i to be made at
Columbia University in February by
Professors Harold Jaeoby and S. A.
Mitchell. The plan adopted by Faucault
in Paris in 1851 is to be used. By
means of a long pendulum suspended
from the dome of the Pautheon he prov
ed Unit the plane of the oscillation of
the pendulum would shift in the same
direction a the motion of the sun. or
opposite to the rotation of the earth. In
the experiments at Columbia a pendulum
of piano wire 01 feet long, supporting a
heavy weight will be swung in the dome
of sj. Paul's chapel, built at the univer
sity last year. "
In addition to his other tronbles Sec

court. Some of the panic sufferere are
complaining because they failed to get
their qucta of Panama bonds.
