The Portland Oregonian a opening a
campaign foa the resuscitation or re
habilitation, or reincarnation (any old
term will do), of the defunct and for
gotten "Port of Columbia" bill the pet
grafting scheme of the small coterie of
' shippers in that city, that wes whip-
sawed . through the Legislature last
winter by tactics that were as raw as
they were nefarious, and which was
later thrown out of the supreme court
on the ground of its rank unconstitu
tionality; and every line of that paper's
comment on the till and its pretended
Talus to the metropolis is marked
by a desperate soreness that shows the
venomous rancor of the defeat that
. overtook it last year. It is an undigni
fied and unnecessary show of ill-temper
and spleen, especially on a subject of
such frazzled interest as the "Port of
Columbia" bill. f
All Astorians know the nature, and
the animus, of the. measure, and were
a solid unit in bringing about its nulli
ficetion,; and will coalesce again to de
feat it, whatever the limit of savage
fervor wherewith the Oregonian shall
seek to revamp it
We know it to be the last desperate
piece of chicane to despail this port and
the commercial prestige thereof; and if
the city of Portland and its press ever
does any thinking about the value of
the millions of money this city con
tributes annually to the metropolitan
markets, it is time they were reckoning
with the chance of reprisals along this
line, and put a quietus on the man in
the Oregonian building who has the ear
of its managers; it is time the influence
of that great paper was diverted from
this wretched subterfuge and used to
expedite the real truth of the commer
cial situation in the , lower Columbia,
namely, that the shipping is to be done
from here, in the near future, by both
the Hill and the Harriman systems, and
not from the Bound, as the Oregonian
persists will be the case. It is very
plain that Portland would rather see the
commerce of all Oregon go to Puget
Sound rather than to this, the natural,
the cheapest, the moat direct and feasible
port, the sea-end of the water-level,
down-grade haul from the wheat fields
of the Inland Empire; fop what the Ore
gonian cays of Portland must be true,
and it says this thing every day lately.
If the loyalty of Portland; to the
State of Oregon is so shallow a thing
that the metropolitan shippers can
tiring about the sheer commercial sac
rifice of Astoria (which should, and
would, be Portland's, and Oregon's, com
mercial right-bower), then Astoria will
quickly learn her own duty to herself
in the matter of her annual outlay in
the markets that are part and parcel of
her undoing. It is a queer attitude for
the chief city of a great state to assume,
that of being willing to send millions
of commerce out to rival ports and
centers in another state, rather than
give the benefit to a sister-city, nearby,
at home, and directly in line, and at the
natural terminus of that line, on the
easiest concievable grades, and known to
be the next and rightful place of com
mercial importance in the certain course
of development now pending; it is so
queer, indeed,' that Astoria intends to
iwatch closely1, snd figure accurately, and
govern herself a comports with her own
advantage and merit in the case. We
have had atyut all of this
treatment we can stand.

The actual purpose of the cruise of
the American fleet to the Paeino has
not yet been disclosed, although both
Captain llahan and Captain Ilobson
have discussed the problem pro and con.
Ex-Senator Stewart, of Nevada, says
currency reform is the easiest thing in
the world. Mr. Stewart held the same
opinion of free silver. . In a word, the
way to inflate is to inflate.
It is astonishing how friendly the
Japanese are towards the American
fleet. One is led to believe that the
expedition was planned by Admiral
Togo. Count Okuma and the Tokio
newspapers.
In Texas a man who refuted a $10,000
check was paid in silver dollars and
carried toe money to a bank 15 miles
distant. There are people who favor
such business facilities until they try
them.
Japan and the United States are
about to reach an agreement on the im
migration question without waiting for
the battleships.
Sir. Rockefeller has made another big
contribution to the University of Chi-1
cago, and Mr. Morgan has bought an
other fine collection of plaintings. The
panic is a thing of the past.

The most unproductive job yet .dis
covered is that of the spies reported to
be studying the weak places of -the
United States for defending its main
territory. An invading party would be
turned yer to a constable and held for
observation.

this point he tells some hitherto unpub
lishevi stories of the man who broke the
money panic by offering to lend $25.

TRANS-ATLANTIC TRAVEL.
WASHINGTON, Jan. R-'Dnring the
year just ended trans-Atlantic travel,
east and west-bound through the port
of New York, reached the 'enormous
total of 2557.328 passengers, a number
equal to the combined population of the
cities of St. Louis, Boston, Baltimore,
Cleveland, Buffalo, San Francisco and
Cincinnati. This passenger movement
for the year shows an increase of 972,-
640 over 1906, and was 1,421,161 greater
han that of the year 1904. West-bound
travel accounted for more than half the
total, as would naturally be expected,
the persons arriving in New York from
Europe numbering 1,699,340, a figure
200,000 in excess of the combined east
and west bound travel in the years 1904.
Persons who sailed from New York for
Europe during the past year numbered
1,257,328, the excess of west-bound
travel being 442,012. This great increase
in trans-Atlantic travel was not as
might be supposed confined to any par
ticular class, but appears in first and
second-clasg cabin travel as well as in
the steerage both east and west-bound.
The first cabin passengers from Europe
to the United States iwas 107,965 an in
crease of 10,494 over the previous year.
East-bound first cabin travelers num
bered 100,286 an increase of 8147 over
1906. The most sensational feature of
alL however, la found in the steerage
travel to Europe which reached the total
650,045 or 242,565 in excess of the figure
for 1906. '
Missionaries Carrying on the Work in
That Country.
BERLIN, Jan. 14. A number of Mor
mon missionaries, young men of German
nationality, are carrying on a propa
ganda in Berlin. They make a house to
house canvass, presenting themselves st
every apartment. The missionaries have
rented a house in the center of the city
which is used as a headquarters, and
here the greatest activity can be seen
at any time. The conduct of this props
ganda by Germans is possible because
the expulsion order issued by the police
in 1903 applies to foreigners only.
Republican Nstional Committee Chair
man Makes Important Announcement
CHICAGO, Jan. 14, The speakers'
stand at the Republican convention
next June wiU bs located in the south
end of the coliseum. The delegates will
sit in front of this stand; behind them
will come the alternates, and the poe
ts ton will lie allowed, to occupy the
space remaining.
This plan was agreed upon by a com
mittee composed of Hurry S. New, chair
mn of the National Republican Com
mittee, Powell Clayton and E. F. Hart
members of the committee, at a con
ferencs yesterday. According to the ar
chiteoture this plan will give a seating
capacity of 11.830 with good aecouatlcs,
