HUME CLAIMS THAT THE STATE OWES HIM $1700 AS HIS PART OF LICENSE MONEY FOR OPERATING HATCHERY. XIastor Fih Warden IL.O. Van Pusen is in receiut of a letter from R. D. Ilium1, a large caniter of Kogue Klver, and who has been operating a-private hatchery in the river, enoloslng a state meut of the cost and maintenance of the hatchery since 1001, and also a bill for his part of the license money which has been collected since 1901. Setion 4081, of the Bellinger and Cotton Code, provides that the fish com missioners shall pay to any person or corporation, who maintains a private hatchery, a sum not to exceed 60 per cent of license moneys collected by the Board from persons engaged in fishing or packing fih. The sum which the Board has received from such licenses is $4325.18, and Mr. Hume claims he is entitled to 60 per cent of such sum or $2723.15. The matter will be brought before the Fish Commissioners on Tuesday next and is going to cause some discussion in that body a no moneys are available to pay commissions that have run over severs! years, as it is the policy of the Commission to invest Mich money, as may be a surplus at the end of the fiscal year, in making permanent im provements in the hatcheries under the maintenance of the Board. The matter is altogether a peculiar one. Hume has been operating a butch ery on the Rogue River and its tribu taries for about tlx years, and in that time he claims to have spent $20,GO6.4& He has never given the Fish Commis sion official notice as to the operation of the hatchery and up to the present time has never put in a claim for his pro rata of the license money. For a-couple of years past Mr. Hume has defied the law and refused to pay a license to operate his cannery. He was brought into court last August and was convicted by a jury and fined $300 and costs. He is still operating the cannery without a license and may be brought before the court during its next session. Interest in the local financial situation was revived for a short time today when foreign deposi tors of the All Nations' Bank started a run on the institution while laboring under a misapprehension. The bank, which Is a small one, is perfectly sol vent and paid off all depositors who ap plied fop their money. The Stock Ex change remained closed again today and probably will all the rest of the week. The clearing-house association reports affairs as fast resuming normal condi tions.
