.1 THE MORNING ASTOIUAK AS'! OR J A. OREGON. FRIDAY, OCTOBER t8, 1007. ' STANDARD 'PHONES. . (Continued from page 3) reality the instrument is but a small part of the plunt required in giving tele phone service. The official statement that has just been published indicate that this change of policy may cause it to be more clcarlv, understood that be fore by the public that the Bell com panies' sole claim for patronage i based on their ability to furnish toe Dost serv ice at reasonable prices," and not on any instrument monopoly, It is also explained that many inefli ' inf tplpnlifinn instruments are now in use on local and private line and thai it is distinctly for the advantage of the Bell system as a whole that these should be replaced by standard instruments, in order that traffic connections may. be nude among the largest possible nuin ler of properly equipped line with fa cilities for good transmission the; basis of all Kood telephone service.; Farmer' lines, for example, have been buik co operatively in many sections of the coun try and these, if properly equipped and maintained, will furnish valuable , teea era for the toll lines of the larger sya- tern. The relationship of the Bell eonv imnie to their sub-licensee allies - can best be provided for through, the sale outright of Bell instruments and appa ratus. That these sub-license lines are becoming steadily a more important im portant part of the organisation has been shown in recent annual reports. At the beginning of 1903 these so-called inde pendent companies connected 84,021 sub scribers' stations; at the beginning of the present year, 297,220 stations. Those who have watched recent hap penings among the independent tele phone interests of the country, may see a bit of interesting prophecy in the statement that as regards the Western - Electric Company becoming an aggres sive competitor of the independent manu facturers who, up to this time, have had a monopoly of the selling trade in this country, ''the Bell interests are fully prepared either from .the manufacturing or operating side of the business to meet all the needs of the public, and that they wish to demonstrate that they claim or as 14 n4 advantages other than their) j ability to meet those needs under square competitive conditions of quality and price. There will be no trade war but any manufacturers who have been get ting high prices for inferior good under the old monopoly of the selling trade will naturally suffer a loss of business." " As a new competitor among the manu facturera of telephonio apparatus ror general sale lie Western Electric ora pany represents one of the largest single electrical industries in the world. It was started in Cleveland In 18GS as a small instrument shop. It was moved the following year to Chicago where in the days before Dr. Bell invented the telephone it was devoted largely to the manufacture of annunciators and tele graphic instruments. It later was a large producer of are lamps, but during the remarkable expansion of Bell tele phone projects it hag com more and more to specialize on telephonic appara tus. Its scope is distinctly interna tional, for at 'the present time the Western 'Electric Company owns and operates factories, warehouses and offices in the following cities: Xew York, Chicago, San Francisco," Phila delphia, Montreal, Antwerp, Berlin, Lon don, ' Paris, Tokio, St. Petersburg, Vienna and Milan. The threatened car shortage against which the railroads lave been fighting for months has ar rived and busines? in all eastern traf fic centers is more or less affected. It is said that the New York Central lines west of Buffalo are short more than 7000 cars. The Lake Shore alone was unable today to provide cars with in 3600 of its demand. - ' One reason for the shortage is the great grain movement, which is taxing the capacity of the railroads.
