Today's demonstrations will probab ly amount to a peaceful revolution which I will modernize Hungary, destroying the power of the nobles. Passage of the universal suffrage bill will be a great vic tory for Emperor Francis Joseph, who raised the issue himself to distract at tention from the attempt to force the separation of Austria and Hungary. NEW PARLIAMENT IS OPENED Demonstrations Occur in More Than 150 Cities Business Completely Paralyzed For Twenty-four Hours Organized to Impress Parliament. DUDAPEST, Hungary, Oct 13.-With business at a standstill, all shops closed and fully one million workmen engaged in demonstrations in more than 150 cities, the opening of the Hungarian Parliament today had the significance of the generul demand foi universal suf f rage ' brought home to it in a manner it will hardly dare to ignore, For twenty-four houra the paralysis of business will continue. This great "passive resistance" strike was organ ized to impress Parliament leaders in the suffrage movement believe it will suc ceed. .;;i;' - So complete is the tie-up that it was necessary to have soldien to guard the gas and waterworks. No attempts were made to run trains, kven newspapers suspended. . ' Soldiers are under arms in all cities, though kept in the1 background to avoid Inciting violence. ; ' : ' " ' "' Budapest wag the scene of the greatest demonstration. Fully 100,000 laborers met at 0 o'clock in Tisza Square and marched through the principal streots to State Park, where Socialist orators made speeches. An attempt was made to march to Parliament Hall, but it was prevented by the police. The demonstrators contented them selves with marching to the home of the President of the Lower House, where a petition for universal suffrage was pre sented. He promised to introduce a bill. . " .Hungary's present election system is the' most medieval in Europe. Practically all the voting power is concentrated in the Magyar landowners. Other nation- DOMINATE TRADE IN PERSIA. ISPANAN, Persia, Oct. 15. Bandits have ' inaugurated a reign of terror in this region. The roads are completely dominated by the highwaymen who re fuse to let foreign goods pass. The mails and trade are at a standstill and the local authorities and consuls are power less. The situation is a source of espe cial anxiety to the Persian government, from the fact that Russian has threat ened to occupy the northern part of the country unless anarchy is immediately put down there.
