TACOMA SPENDS TOO MUCH.
So Says Mayor Wright, Who Will Veto
Levy,
TAOOMA, Oct. 12,-Mayor Wright
will veto the ordinance posted last nigh
fixing the tax levy at 15 mills. The levy
must be certified to the county coinmls
uluners tomorrow, according to law, to
be Included in the tax levy created by
them. If the mayor vetoes the ordinance
it can not be considered until next Wed
nesday night, and hence there can be no
city tax levied, unions the law la vio
luted and the time for making the levy
postponed. In the latter event there
would be a question as to the legality of
the levy, and before any taxes could be
paid it would be necessary to fight the
question out In the superior and supreme
courts. The major say this western
country is running away with itself on
what other cities are doing, Tacotna
should reduce it levy.
Several attorneys, were interviewed,
and hardly two of them held the same
opinion of what the effect would be if
the mayor vetoed the ordinance. Most
of them are of the opinion that there
will be no tax levy. A few of them
have the opinion that the old levy will
hold over, and (till others think that the
council could act on the veto legally at
a special meeting.

the board meeting on -October 21st. Ac
cording to law, any taxpayer having ob
jection to their assesnient must make
suoh objection in a sworn statement dur
ing the first week of the session of the
board. Owing to this it would be a
good plan for taxpayers to call at the
assessor's office and examine the roll so
that if the assessment is thought to be
excessive, tbey may be able to prepare
their objections in proper form.

NEW YORK. Oct. 12.-On and after
November' 12 tickets sold at second
class party fares will not be good in
parlor cars, or standard or tourist sleep
ers.on western roads. In addition, these
lines will also discontinue the practice
of transferring baggage free between
stations unless the owners bold through
tickets, Roads in Kansas will charge 18
per cent of the two-cent passenger fare
for local excess bacge and will not allow
homeseekers' excursion rates to apply
locally in the state, or to be made from
points In the eastern part of the state
to points in the western part.
WHITLOCK DECLINES HONOR.
TOLEDO, O, Oct. 12. Brand Whit
lock todav declined the democratic nom
ination for mayor tendered him by the
city convention on the ground that the
convention failed to indorse the prin
ciples of the independent party. All
other independent candidates for city
offices indorsed by the democrats declin
ed to permit their names to go upon the
democratic ticket.

WASHINGTON, Oct 11. Is William
Jennings Brj an next month to declare
himself out of the running for the nomi
nation for President? This is a question
that has agitated the Democracy for the
last wees, ever since a significant let
ter was received here from the Nebras
kan. There is some reason to believe
that Mr. Bryan has selected Whshin?
ton as the most suitable place for such
a declaration, and this fact bolsters up
the rumor that he will not aerain be a
candidate for the head of the Democratic
ticket.
The letter in question was received bv
Frof. U. W. A. Vedita, dean of the Col
lege of the Political Sciences of George
Washington University. It was an ac
ceptance of an invitation to the Nebras
Kan to deliver an address before the
students on November 25, and in it Mr
Bryan declared his intention of making
an important announcement on that oc
casion. Only recently the announcement

on behalf of the ''peerless one" was made
that he would take occasion at an early
date to let the country know just where
he stood on the question of the nomina
tion.
Durinar the last few weeks there has
been a noticeable drift in sentiment in
the South away from the Nebraskan's
standard. The Southern Democracy is
beginning to "feel its oats." and believes
itls entitled to a consideration that has
been denied it in the past. The open
invitation of Henry Watterson that Mr.
Bryan withdraw in favor of the Ken
tuckian's "dark horse," who turned out
to be Governor Johnson, of Minnesota,
the growing favor with which Judre
Gray, of Delaware, is regarded, the en-
tnusiasm witn which the boom of lieutenant-Governor
Chandler of New York

said and done, is an adroit politician
whose finger notes the most minute flut
ter of the public pulse.
The feeling in the South has reached
the proportions of almost open revolt.
Only this week Lieutenant-Governor J.
Taylor EUyson, of Virginia, who is also;
chairman of the Democratic Central
Committee of his state and has been
prominent in national Democratic coun
cils for years, came out flatly for Sena
tor Daniel for the nomination for Presi
dent in 1808. The statement was made
here in Washington, and it interpreted
to mean that the Virginia delegation
will be solidly for Daniel as against
Bryan. ." t -
Altogether, the Bryan Bpeech. before
the George Washington University stu
dents next month is likely to mark an
epoch in political history. It certainly
will nave a decided effect on the. next

BOY CHASED BY BIO BEAK.
WHITEFISH, Mont.. Oct. 12.-Frea
Geeslin, a boy 15 years old, had rather
exciting experience with a bear near the
Dallas Haskill ranch recently. He wac
out hunting with a 22 calibre rifle aM
a dog, looking for pheasants, when th
dog ran into the bear and immediately
took the back track. He ran past the
boy at lightning speed, with every lair
standing straight up. The incident jy
pened in the thick brush, and the Icy
did not know what was wrong unta the
bear came tearing along and ran int
him, knocking him over. He was unin
jured however, and got upon his tet,
and shot at bruin with a small rifle. Tas
dog recovered his courage and returwil
about this time and went after the tear,
and the wild beast made for t?i.
