School District No. 1, of Clatsop county,
Oreiron, will receive sealed bids from the
bona tide residents of said school dis
trict, at the office of the Clerk of said
district ,iu the City Hall, at Astoria,
Oregon, until 12:00 o'clock (noon) of
.Monday, the 21st day of October, 1907,
for the purchase of nineteen thousand
dollar, par value, of interest-bearing
warrants of said district, bearing in
terest at live (5) per cent per annum,
payable semi annually, which warrants
will be dated November 1st, 1907, and
will be payable as follows: $3000.00 in
one year, $4000.00 in two years, $4000.00
in three years, $4000.00 in four years,
and $4000.00 in five years. Said bids
may be for warrants in amounts from
fiftv ($50.00) dollars to nineteen thou
sand ($19,000.00) dollars, and must state
the terms on which the warrants will
be taken, whether at a premium, at par,
or at a discount. Each person will be
entitled to but one bid, and all bids

meeting of the stockholders of the
Portland, Oregon, Seacoast Railway
Company will he held at the Company's
office, 670 WorcesterBuilding, in the
tfty of Portland and State of Oregon,
at 3 o'clock, on Saturday, the 26th day
of October, 1907, for the following pur
poses: FIRST. To increase said Company's
capital stock, now $500,000, to $1,100,
000, and when such increase of capital
is approved by said meeting of stock
holders to i9ue not more than 11,000
hare3 in all of $100 each for the first
100 miles of railway to be built and
ewned by it, apportioned as said meet
ing of stockholders shall direct.

Notice is hereby given that the Board
of Equalization for Clatsop County,
Oregon, will convene at the Clerk's office
(at the court house, in Astoria, on the
21st day of October, 1907, the same being
the third Monday in said month and the
time fixed by law for the meeting of
said Board of Equalization, which will
continue its sessions from day to day,
exclusive of Sundays and legal holidays,
until the examination and correction
and equalization of the assessment rolls,
for said year shall be completed; which
said Board will continue in session for
one month from said date, unless the
labors thereof are sooner completed.
Petitions or applications for the re
duction of a particular assessment shall
be made in writing, verified by the oath
of the applicant or his attorney and
filed with the Board during the first

by the annual convention of the Na
tional Congreits by the annual eonven
tion of tho National Rivers and Harbors

ballroom of the New Willurd hotel.

events. It was found necessary to en

tendance, delegates from every state in
the union having already signified their
intention of being present. 1
The convention will be one of the most
important of its kind ever held in the
I'nited .States. Invitations to address
the delegates have been issued to mem
bers of the Cabinet leaders on the iloor
of the Senate and House governors of
many states and men prominent in busi
ness life, and already acceptances are
beginning to pour io. There will be al- j
most us many notables present as ai
to be found at a national political convention.
The meeting will be the touith annual
convention of the organization. For sev
en years the National Rivers and Har
bors C'ongres has worked to arouse the
public to the necessity for developing
the waterways of thi United States.
Several years ago it foresaw the conges
tion of freight traffic that lat winter
practically isolated the northwest and
left scores of committees to liwze be-
cause of the lack of cars to carry coal
to them. At that time the pioohecv
was scouted. Today the public is awak
ening to tiie need tor mote means of
communication, and especially for u sys
tem 01 transportation that will relieve
the railroads os the heavier classes of
freight.
In his speech at Keokuk President
Iiooievelt spoke plainly and emphatical
ly of his interest in and endorsement of
the cau-e for5 which the organization is
working. In ili.-usaing the matter of
improving the rivers he said:
"I feel that we cannot have too many
railroads, and that in addition to the
iron highroads of our railway system
we should also utilize the great river
highways which have been given us by
nature. From a variety of causes these
highways in many parts of the country
have been almost abandoned. This is
not healthy. Our people, and especially
the representatives of the people in the
National Congress, should give their
most careful attention to this subject.
VVe should be prepared to put the na
tion collectively back of the movement
to improve them for the nation's use.
Our knowledge at this time is npt such
as to permit me to go into details, or to
say definitely just what the nation
should do; hut most assuredly our
great navigable rivers are national as
sets Just as much as our great seacost
harbors should be fitted to receive in
safety the the largest vessels of the
merchant fleets of the world, so bv
deepening and otherwise our rivers
should be fitted to bear their part in the
movement of our merchandise"
It is to bring these facts to the at
tention of the people and the Congress
of the United States that the National
Rivers and Harbors Congress is work
ing It has had the heartiest endorse
ment of the President before, and the
administration's approval will not be
lacking at the convention to be held in
December.
