"There competent men in Alaska who could fill position with the expo sition," said Mr. Cale. "The overlook ing of this body of Alaskan residents has been through carelessness, doubtless ly, but it has aroused a feeling that should not exist. The primary object of the exposition, as I understand it. is the exploitation of Alaska and its resources. Whnt men are more com petent to do this than actual residents of that country? These are the inlwrers who are brought 111 and organ ized into camps of bandits. They have taken the law into their own hands, and we feel a- if our intelligence was insulted' by their conduct. It. is the duty of the federal government to put a stop to these outrages, and to prose cute those who are guilty of causing them. If we had a government of our own, it is certain that these people would be prosecuted. "People censure laboring men for or ganizing into labor unions for their mu tual benpfit, but applaud when they nre organized and fight for a corporation. The-e imported laborers are not the typ ical American worgingman or AhiMkans. The majority of them are nothing more than an irresponsible lot ! hirelings. Alaska needs home rule. We need a legislature of from twcnt to twenty- Ave members to meet as one body. 1 do not believe the country is ready as yet for county or township rule. We ilo need a territorial 'eeretary, treas urer, attorney-general and superintend ent of public instruction. These, with tlie legislature, for the pre-eiit, would meet all requirements. "I do not lielieve thcVed of home gov ernment admits of argument. The peo ple are intelligent enough to govern themselves. I maintain, us do all Amer icans, that whenever a territory or eomr muiiity nsks for a local legislature that they are entitled to it for the reason that they are willing to assume all re sponsibilities, financial or otherwise. "Alaska is not confronted with as inn- nv uillicuitics as nave ijcen mosi tern- tories when organized and which later become prosperous states. Take my home state of Wisconsin, for instance. It then included the present states of Wisconsin, Minnesota, Iowa, the Dako- tas and parts of other states, and had but a small fraction of the population Alaska now has, and her ability to maintain home government did not com pare with that, of Alaska. "Alaska's resources are far greater than those of any territory that was ever organized, with the exception of Oklahoma. Alaska, is the only terri tory that was at the time of its organ ization self-supporting, with the same exception. This territory has paid back into the treasury of the Lnited price, which wias $7,200,000, and! lias Lso paid $2,800,000 additional. No other territory has such a balance on its side of the sheet. "A territory and a people that can produce a reveune to that extent, in such a short time, requires no further argument in its support. "Another reason for asking for terri torial government is that there are ma ny things of vast importance to us which look very insignifiicant at and to Wash ington. Besides it' is asking too much of congress to devote its time and at tention to the details of Alaskan legis lation. We simply ask that we be per mitted to govern ourselves, and we will relieve congress of that annoyance and trouble.
