CONGRESSMEN GLAD
Getting Ready for the Coming
Congress.
IMMIGRATION COMMISSION
Members of Rivera and Hsrbors Commit
tee Now Touring Great Lakes Inter
est Communities of a Ship Canal from
Lakes to Gulf of Mexico.
WASHINGTON. Sept 30.-Thes
trul are the itiaJdeat day of all the
glad, glad year for Congressmen. Pot
ted over the face of the habitable globe
are little parties of frock-coated, high
hatted men whose fares are familiar ia
the balls of Congress. For ths most part
they are traveling at government ex
pente, engaged in soaking up information
to turn looe on their colleagues on
Capitol Hill in the shape of speeches and
to help fill up the pages of the Congres
sional Record.
This week saw the arrival from
abroad of the Immigration Commlsoios
appointed by the President, the Senate
and the House. The members scarcely
had landed and regained their "land
legs" when a committee of dignified gov
ernment olllcta Is came storming down
the wharf, outward bound. The trio
who composed this committee are hurry
ing over to Engtand, Trance and .Ger
many to aciitmint themselves with tar-
ill condition ia those countries. They
were eppointrd by Secretary Cortelvou
to look carefully into the matter. The
head of the Treasury doe not intend to
be caught napping by tariff revisionists
in the next w-Ra.
pi-rhaps the mont important of these
"junkets," g they sre dubbed by the
envious, is that of the Rivers and Har
bors committee of the House. The mem
bers are now touring the (ireat Itkes,
examining the heritors and the princi
pal canals and breakwaters. The start
was made at Buffalo, but practically
the entire lakes system will be gone
over, (ireat preparation! are being niaue
by those communities interested in the
construction of a ship oinal from the
lakes to the Gulf of Mexico to enter
tain the committee, but it is probably
that nothing will be gained by this, for
the party cannot commit itself.
Among those who are making ths
rip arc Congressmen Acbeson, of peon-
ylrauia; Alexander, of York;
Lawrence, of Maswchusetts; Davidson.
of Wisconain; Bede, of Minnesota; Kllie,
of Miiwouri; Spark mun, of Florida; Itan-
mU'II, of Louisiana; Ilurges, of Texas;
Humphrey, of lliblHi)i, and Moon of
Tennessee. Nearly all are accompanied
by their wives, und .lames H. Caasidy,
ecreUry of the committee, with Mrs.
Caasidy, ia along.
The trip is not one of pleasure, by
any mitin. t he members of the party
re putting in a good 14 hours dally (a
looking over the improvements under

that will be pressed in the coming ace

National Rivers end Harbors Confess,
which is pledged to a crusade for the
purpose of having the government ap
propriate not Utm tlum $50,000,000 a
year for waterway development.
Once the trip is ended, the comciittee
will probably join journey down the
Wmm)i River in the tram of tie
preside This tour ia plaaosd for the
first part of usjat month and besides
i'rexident Kooesvelt there will be in ths
party the members of the Inland Water
ways Commission, the Mississippi River
Commission, members of the Rivers and
Harbors oomsaittee and members of the
National River and Harbors Congress.
The official party will travel in the light
house tender, lily, and the steamers
Mississippi and Mack enisie. A fleet of
more than 100 other craft will furnish
scort. The Itenident's journey in ex
