ARRANGEMENTS TO START

AT PORTLAND.
Word was received by the Chamber of
Commerce yesterday from llllam Reid,
secretary of the Portland-Oregon Sea-
coast Railroad, stating his term for the
carrying of timber over the railroad
when tiniohed, in consideration of the
granting of the 100-foot right of way
to the summit
lle sent a long letter to Secretary
Whyte. enclosing the terms granted to
the Willamette Paper & Pulp Company
to deliver its log at the Lewis and
Clark River, In consideration for grant
ing the road right of way over Us prop
erty. The letter was too long to pub
lish and it was full of figures presented
by the paper company on timber freight
rates, which have been accepted by the
railroad, and which will form the basis
for rate for all other concerns hand
ling freight by this road when finished.
Mr. Reid met Mr. Whyte in Portland
on Thursday and they had a long con
ference, the result of which csunot be
learned as yet. It baa been ascertained,
however, that the railroad officials are
doing all they ran to make amicable ar
rangements to start work 00 the road

route first. Failing in this, Mr. Reid
asserted that work would be commenced
on the Forvst Grove end, and in that
caw the road will not be running into
Astoria for at least two years. Hyithls
move Portland will receive the benefit
of the buatnetM of constructing the road.
