"The advance of municipal ownership and operation of public utilities in the Inlted Suites and Canada has been due in a great measure to emotional preju dice, and error in estimating financial result, The ownership and operation of util ities are matters of pure economics. They are most emphatically not moral questions despite the efforts to make it appear o. Wpw owns and operates public utilities ia trivial compared to how they are operated. In finding that "The success of muni cipal operation of public utilities de pends upon the existence in the city of a high capacity for municipal govern ment, the investigating committee of the National Civic Federation in its nearly unanimous report, stated a great truth. This "high capacity" or muni cipal government has yet to be estab lished in America. The fault is not in ing the stockholders of service corpo rations rich. It is a matter of common knowledge that these profits are being and have been reduced to slender mar gins, and with many companies, iped out altogether. It is only recently that we have dis covered some of the latent power of our forms of popular government. Ten years ago laws like the public utilities acts of New York and Wisconsin 'would have been regarded impossible. True, count lots efforts have been made before to regulate corporations of differ ent inds. Failure to get good results caused these attempts to become objects of derision. Under these condition) the theory of municipal ownership waxed fat and hearty. That municipal ownership has done good as a punishment and a warn ing is not to be denied. Perhaps the grwucst evils remaining lie in taiei widespread and assiduouslv matured irn- prcusion that the scheme is meritorious und susceptible t'o universal application. I lucre may! be places very few where it is a good thing to hold in re- ferv over corporations holding long time franchises or "perpetual" rights, or where the admission of other corpora. tions of the same kind is not feasible. But the American public should be res cued from the idea that municipal own ership is an automatic remedy for var ious municipal ills (as the Civic Fcder- turn's committee inaits it is not), and taught the timth. The truth is nothing more or less than that successful muni cipal ownership under a form of popular government is extremely hard to attain, It must be the product of conditions not found in the average American city aud rightly classed as abnormal. We are entering an era, I believe, when the former derision of our gov ernmental efforts to regulate corpora tions will be forgotten by the successful regulation of these corporations by properly, constituted authorities. Back ed by well-defined and earnest sentiment there is no ground to fear that any law or set of laws will not be rigidly en forced. In the pest the method towards regu lation have been crude and ineffective because both people and officials recog nized the crudeness. New methods, are beinj perfected and the support of the body politic assures thoruogh execution. A publio service corporation under statutes such as exist in New York and Wisconsin is absolutely at the mercy of agents of the law, equipped with adequate devices to secure obedience. The capital invested in these corpora tions does not wish to be devoured in whole br in part. The only other alter native lies iu treating the publio fairly in the matter of prices end service and living up to the law. This plan certainly is sounder and more apt to produce the results expected that the adoption of municipal ownership can hope to save a confusion of direction, susceptibility to "practical politics", usual financial lasses and not unusual inefficiency.
