AVe are here to establish a branch of
the Washington Naturalization Bureau,
where we oan have thorough investiga
tion mnde of all applicants for citizen
ship and find out whether they are de
sirable. - .
"The frauds that have been practiced
in the past will be put an end to by
this system of examination and no one
will be admitted to citizenship of the
United States until he has been thor
oughly investigated and ft report made
to the Naturalization Bureau.
'"The system under 'which aliens have
acquired citizenship in the past was
very loose, and the state lws which
had jurisdiction ,were not properly en
forced, so that it was no great font to
practice fraud on the government, but
there will be no opportunity of this kind
longer.
The system by which citizenship is
acquired is not changed by the new
laws, only the applications must be filed
in duplicate, one of the copies being
ent to Washington, where the facts are
"canned and furnished to the branch
bureaus which we are establishing. There
nn investigation is made and fact gath
ered, giving the government a, case in
court hen the applicant comes np for
admission to citizenship. Previously the
government was r.evcr adequately repre
sented in court. It had no means of
examining into the character of the ap
plicant, and unfess he proved a flagrant
ly bad character he was able to get his
paper without trouble. Under the new
system he will have to prove his eligibil
ity to citizenship, and the government
will be in possession of all the facts of
his career, and be in a position to com
bat his admission if he ts not worthy
