He offers as his reason Hint he must have more time for the consideration of general legislation, something he found impossible while acting ss the head of the rivers and harbors committee. Congressman Burton bas made a re cord as chairman of that important'com mittee that will live long after he leaves Congress. There was a time when tha rivers and harbor bill was the great "pork bar'!," at which public men were wont to obtain supplies that kept life flickering in their political bodies. Mil lions were wasted on streams that scarce rose above the dignity of creeks, but thee millions were distributed not for the general welfare tut to retain tho do minant party in power by the return of thoe Congressmen whose hold upon the political affections of their people seem ed to need a stimulant. Air. Burton changed that speedily af ter he assumed power. There was a roar from all aides and the storm Nged fiercely. But the tempest found in the Ohioan a man it could neither bend nor break. He refused to show any trepi dation over threats, and honeyed words failed to fool bim. At once the change was seen. The millions appropriated by the government for waterway improve ments were being distributed on busi ness principles. Although he was intolerant of advis ers, outside the niembersiup or nis com mittee, Mr. Burton always turned a wil ling ear to those who commanded his associations. He was particularly friendly in his attitude to the National Rivers & Harbors Congress, the presi dent of which is Congressman Joseph E. Ramsdell, of Louisiana, a member of the Rivers and Harbors committee. He commended in the highest terms tha work of this organization. In adjres sing its convention here in December, be said: "It gives me the greatest encourage ment to recognize the growth of the movement which is exemplified by this Congress. The first convention in 1901 in Baltimore, although an influential body, was small in number. The next meeting, less than a J ear ago in this room, though showing a considerable in crease, did not compare with this. This gathering, so representative in his na ture, including men in all walks of life, including all localities, shows that the people of the United States are alive to their advocacy of more liberal appro priations for rivers and harbors." The National Rivers & Harbors Con gress refuses to advocate any, individual scheme of betterment, but treats the question on broad national grounds. Its membership extends throughout the country, but it is launched on a cru sade, through its secretary, Captain J, Ellison of Cincinnati, to increase still further thjs membership ill contempla tion of a vigorous crusade with the Six' tieth Congress. To return to Mr. Burton, he is not to sever all connection with the public pol icy of waterway development. Only re cently he was appointed by the Prcsi dent to be chairman of the Inland Wat erways Commission, a board of public men named by Mr. Roosevelt to consider the problem and make recommendations as to the best and most effective means for solving it. As head of this Com mission, Mr, Burton will be in a posi tion to stamp his powerful personality on all betterment schemes undertaken by the government, and in addition the administration still will benefit by bis thorough knowledge of the lubject. era of the state, which will contain from ISO to 00 birds. The poultry exhibit at the Greater Oregon State Fair (Sept. 16-21), at Sa lem, promises to excel all previous at tempts along this line, and lovers of the feathered tribe on the Pacific coast are looking forward to the show with keen anticipation. H. C. Schellhous of Port land is superintendent of this division. The poultry building has been turned half-way around to conform with the new system of walks and exhibits for this year's fair. An annex will be built especially for incubator and poultry supply displays and office room. In ad dition, the crops' will be re-arranged and painted, and the interior of the building thoroughly renovated. Among the dozens of exhibitors who have already applied for entry blanks, Warren Cooper of Tacoma is a promi nent breeder, who will send a big exhibit of Cochins and Buff Leghorns.
