The government department of com merce and labor furnishes some figures that put backbone in the Astoria fight for the re-achievenient of Oregon's one time supremacy in the matter of north western imports and exports, the gross statements alluded to in this relation being as follows, and taken from cus toms district reports: Willamette 4 Oregon Puget Sound 1896 . . " $ 6.50-2,107 $12,338,553 1906 . . 12,971,005 62,849,299 These figures indicate that iu the past 10 years the Oregon access has been practically 100 per cent to that of 500 per cent for the Sound country; a raw discrepancy that must be amended by whatsoever niethoj is at hand. And the vital method is the creation, within the compass of Oregon, of the cheapest ocean port that can be used. There is but one place on the Oregon coast where the facilities for this great purpose are directly at hand and that is at Astoria, and if Astoria answer the call of the state in this behalf, what is there to urge against it! This is the substance of our conten tion: That this port is the best, north, or south ,of San Francisco, and equal to that great harbor in every detail of feasibility and commercial utility, save in scope of actual measurement, our b.iy being the smaller of the two, and yet large enough to quarter all the Herts that may ever s-eek harborage here at any given time. We are within 10 miles of the Columbia bar and blue water; here, and hereabout, are vast acres of terminal grounds; endles facilities for dockage, warehouses, elevators, and all equipments for great and permanent commercial ends; we lie at the sea-end of the magnificent Columbia River with its thousands of miles of prolific ttrri tory; we lie at the lowest level of the thousand-mile-down-grade rail-haul from the wheatfields of four state, and Xature herself has made us the logical gateway of an empire so vast and so rich that only folly and greed and false pride can utilize any other avenue in and out of the superb domain; there is nothing arti ficial about this harbor, it lies where God's own handicraft left it and with all the prjmal and prime requisites of safety, convenience, comfort and des patch, and all things that go to make a noble refuge, and a superior point of departure, for the commerce of a world. As between San Francisco and Puget Sound and Portland, the great differences of distance, convenience, time and labor, in the despatching of ships and cargoes, as against the two northern porta, there lies a tariff differential of tore shill ings and six-pence; and it is to obliter ate this embargo against the commerce of Oregon, that Astoria, with her marine qualifications absolutely as good as those that create the preferential in favor of San Francisco, demands that she be made the gateway of the state and of the Inland Empire, and upon exactly the same terms that preval at the California metropolis. To accomplish this every city and town in the state should help, Portland included, and if a sacrifice is necessary it must be made to so great an end. It is not the advantage of any one place or section that we are looking for; we want to see ports on the banks of the Columbia from Hammond, in Clatsop, to Umatilla, and beyond; and from Portland to Eugene on the other com mercial arm of the state. But for the f ake of the whole state "we are fighting for the position of the one, available, cheapest, and handiest ocean port, to which, and through which, the torren tial volumes of a revivified commerce will ebb and flow upon the most favored rates and terms within the purview of the world of business, with the profits and prestige lying to the south of the Columbia River at all times, And not until this port is placed in the same commercial category with San Francisco will the balance swing to the Oregon side of the federal, or any other, computation of the sums of export and import ; there is no other city and port in the state that con claim tin supreme advantage, and qualify for it after it ii "ranted, but Astoria; and we tnstH lint the fight is state-wide and not peculiar nr pertinent to Astoria, save in such measure as she shall profit in proportion to her cardinal position and the rights that go with it. The assump tion of those right and the exercise of her peculiar and essential functions as the only real port m the state, ami upon a policy that shall incorporate the ut termost bound and resource ot the slate, are but matters of time, and a short time, at that! We will go further, and say that it is not ASTORIA, we are championing. BOtiOTA, Colombia, July 26,-The National holiday was celebrated her with the opening of a great industrial exposition, which demonstrate the richnes of the country. The exposition shows that Colombia raises cotton of long filler. With much land especially adapted to the culture of cotton of this character, the crop is not only suf ficient for the home supply but enough to supply surrounding countries. AEROPLANE SUCCESSFUL. PARIS, July i. .. The Itteriot aero plane made a successful flight today on a field at Wily. It sailed a distance of 135 yards .straight at an altitude of some 15 feet, which was followed by a curve of about 105 yards Election Fraud Talk Menaces Our Institutions, By United St.tts Senator JONATHAN P. DOLLIVE R 1 lows, ITIIIX the last thirty years an abuse has grown up far more fatal to our institutions than the buying and sell ing of votes in the interest of anxious candidates for office. That abuse is the CifcMPAIGN FUND COL LECTED BY NATIONAL. COMMITTEES and expended in the management of our presidential elections. It is com paratively a new thing. In one of Miss Ida Tarbell's delightful sketches of the life of Lincoln there is preserved a letter written by Mr. Wirt Dexter to his wife, in which the size of the campaign fund collected to aid Lincoln's second election is stated. It appears to have been $200,000, and the amount was regarded as so unusual that the custodian of the fund felt called upon to defend himself in advance against the imputation of seeking to DEBAUCH the election. R K Since that day there has been a steady increase in the expense of managing political campaigns. I took some pains in the last campaign to inquire into the expenditures of a national committee. I found that thousands of dollars were being paid out every day for the express charges on political literature sent to the voters, and while, judging from the character of some of the documents, it was easy to see that a good deal of the money was being wasted, it cannot be said that it was being used to injure the institutions of our government. Thousands of dollars were spent every day to pay the expenses and per diem allowance of campaign orators, and while, judging from the character of many of the speeches that were mado, a good deal of the money was thrown away, still it must be allowed that its expenditure did not tend to undermine free institutions. Vast sums of money were paid out to equip and uniform clubs, to charter and maintain special trains for star performers and to provide those spectacular episodes which have become bo dear to our people. n it Nor is the complaint made here against the overgrown campaign funrl An attack upon the contributors to the fund. ' On the contrary, for more than twenty years politics has been so organized that PKAQ TICALLT THE WHOLE PROPERTY INTEREST of the coun try baa been involved. , ' 1 Yet such, as a whole, has been the influence of national campaign funds that the time is come when every man interested in the health of our system of government ought to take notice of it. It is impost aible to conceal the fact that for some cause the CONFIDENCE OF THE PEOPLE Jn the integrity of American public life has been weakened. Unless this growing distrust of the integrity of the election day shall be checked the time may come when our highest offices may be the prize of an election so close that the imputation of fraud MAY plunge the country into ANARCHY AND CIVIL DISSEN SIONS. The time already has come when men talk of election frauds as a matter of courset Scandals and hearsays, without limit and without responsibility, appear to be substituted for the orderly information wiich ought to be filed, when good citizens have knowl-J edge of such a case, before a court with jurisdiction TO HEAR AND DETERMINE THE FACTS.
