Considerable interest is being taken in the election to be held at WeH Seaside today. The validity of the result re gardless of which ticket wins will be tested in the courts. A full city ticket will be elected and the light will be be tween two factions, the resident and non.reident owner, the former being known as the "Citizens and Home Rule" and the latter the hHorue Owners Rule." A. H. Wilson i. on the "Home Owners' Rule" ticket with H. SI. Wheatley for recorder; W. 3. Ilenninger ior treasurer and F- D. Lindsley for marshal. The "Citizens and Home Rule" ticket is made up of Alex Kitterman, mayor, and G. M. Crimes, recoivler. The candidates for eouncilmen on the "Home Owners" Rule" ticket are A. E. Butterfield, Geo. H. Hill, E. C Johnson, John F. Logan. A. G. Long, Dan J. Milarkey, C IL rrecemedes, E. B. Piper and R. W. Wil son and on the '"Citizens and Horn? Rule" ticket, Burke E. Boice, W. P. Grimes, A. Hin-haw, Albert H. Johnson E. W. Le-ppla. C. C. I.oi.ue. H. Richter and John Seines. Out of the 00 ballots which it is thought will be cat 20 are of actual residents of West Seaside while the balance who will attempt to vote are residents of Portland principally. The actual resilient will contest the right of the nonresidents to vote at this election. Legal opinion ha been received on the right of non-residents to vote in which the sections of the charter are quoted: Section 18 says, "All general elections in said City of West Sea-ide shall be held in accordance with the gene-al laws of the state and every persons over the age of 21 years, who for more than six months preceding such election has been the owner of a free hold estate in real property situated within the corporate limits of We-t Seaside shall be qualified and entitled to vote at every special election held under thi-s act and no other person shall be allowed to vote at any such special election." The opinion states that all general elections held at West Seaside under the above provisions mut be held pur suant to the general laws of Oregon. A general election U one at which nmnici. pal officers are elected and -a special election is one colled fop a special pur pose. The opinion further state that "a resident of Portlaud or any other city or town out-ide of the corporate limits of West Seaside baa no right to vote for municipal officers under the law. He must be an actual resident of the city. The barge Washougal in taw of the tug Samson arrived up westerday. When the tug Sanson which arrived yesterday, towing the barge Washougal from San Francisco, leaves out again it will be towing a Urge laden with rail way equipment, which i destined for Tillamook, to be used in the contruc- tion of the Pacific Railway & Naviga tion Company's line. The W. S. Porter went out light very light tor San Francisco. The ateamer Breakwates arrived in from Coos Bay. She had a good comple ment of passengers and freight. Only one passenger got off at Astoria. The Red Boy (launch) cleared at the custom house for Rellinghani. Opt. Staples will take the helm when slie leaves. The steam schooner Sue Elmore came in from Tillamook. The Lurline was down on time and brought, word of any amount of fish up the river. The steai'me Roanoke left down at 3 ociock eaieruiiy morning, .-sne uau about all the passengers she could carry and lots of freight. The Alliance left out about 1 o'clock with pas-engers and freight for Coos Bay. Frequently questioning and a general roundup of all the information it was possible to gather yesterday, point to the fact that the run was continued all day. This morning's account will surely show positively whether the big catches made were only a spurt or were the genuine article a good sized steady run. Two stories in this connection are worth re peating. The first conies from the Co Operatinve Cannery. Two of the regu lar fishermen were unable to go out 00 Charles Wilson and Frank Kankkonen took their places and came back with "High Boat." They had 54 and 55 fish respectively, earning thus about $60 apiefie. The other story comes from the Tallant-Orant Company. One man caught approximately two tons of fish and drew down $2(10! Xot so bad. From up the river Captain Larking re ports 40 to 50 tons of fish on the dock at Altoona. And also at another can nery they had' to hire extra launches' to bring in the loads. Many boats wers seen going up the river yesterday morn ing loaded to the "gunnels." It is gen erally acceded that the pickling catch is well above the avemge already al though the canning catch may not come quite to standard. There are those who say that this will undoubtedly prove the best year of several. On the other hand Ceorge Flanagan of MarshfleM was passenger on the Breakwater yesterday on her trip up Captain l'olhemu, of the Government Korks came through from MarshNeld on the Breakwater. E. K. Jones of the Pioneer Hardware Company, of Marhfleld, ramo up ou the Breakwater yesterday. Mrs. Lah and Mrs, Carrington are chaperoning their daughter and friends on a boating and ramping excursion. pel Cathcart, county wrvyor of Coos county, was a passengef on the Breakwater yesterday from Coo Bay to Portland H. M. Bramleford, the well known oyster man of South Bend, and wife, are visiting Astoria. Mr. ami Mrs. Brands ford have been but recently married. Mrs. G Peterson of Atlas, Ark., Is visiting her sister, Mrs. M. Jenen of Smith's Point. This 1 Mrs. Peterson's first visit to Astoria in 13 years. She will probably remain about three week. J. R. Benton, of San Francisco, ac companied by his wife arrived in Astoria Tuesday morning. Mr. Benton will be in charge of the men's clothing and furni-hing at the National, the new shoe and clothing house at 084 Com mercial street. Mrs. J. 1). Davis, formerly of the l.on don hospital (Kng). i- in Portlaud on professional business and later will visit Vancouver (Wash.) The hospital 1 sit uatcd in the Whitechapcl District of London and beside being the largest ho-pit il in the city it is situate! In the very poorest district. An exper ience gained there I one which cannot le gained in any other place In the world to far as the people with whom it brings one in contract it concerned.
