S. ilreilKfl W. S I.n.ld in the lower portion of the estuary and intermittently with the 30 inch dredge of the Port of Portland in the upper reaches. The Ladd removed a total of 510,007 cubic yards, and the Columbia a total of C.')S,720 cubic yards. The Port of Portland also operated its 30-inch and 20-inch dredge nt its own expense when the former was not work ir.g under contract with the Tniled State mill when the funds'ut Its di posal were siillicient to allow of opera 4tons being curried on. The commission report having removed a total of l'l."i.- 828 cubic yards. The betterment of the channel by dredging is very essential, pending the appropriation of sufficient funds to con struct the permanent works provided for In the project. The dredging of the past venr 1ms maintained the depths hereto fore realized and there hn been no time diirujg the year when a vessel eould not Mifely load to a draft of 24 feet. Although the dredge l,n,ld j near her end as to state of hull ami machinery, it is believed she enn be operated ad vnntageoiiBly untjl such time us the i.ew dredge may become available. The head of deep sea navigation for ships crosing the bar at the mouth of the Columbia is nt l'ortlund, on the Willamette River, 110 miles above the mouth of the Columbia. From the lat ter place light-draft river bouts ascend the Willamette River for 1!50 miles. From the mouth of the Willamette, by using the state portage road, 12 miles in length, the Columbia and Knnke Riv ers are navigable for light draft river boats at low water nt a point, on the Snake River about 473 miles fi"otn the mouth of the Columbia. 1 The ruling depth at tho end of the fiscnl year between Portland and the sea is about 22 'feet, at low water, The increase in depth since commencement of improvement is about eight feet over a good navigable width of channel. The export commerce using this waterway conoists principally of grain and lumber, while the imports arc, In a great measure, composed of the products of the Oriental countries, also cinent. conl, lime and sulphur. The light draft tinning the work wa to restore the trestle along the line of the present en rockmvnt, adding enough (tone to the present enrockment to give the trestle. of which many pile might hav only limited penetration, the necessary up port to reit wave action. The work of bt year included the building ol about 201)$ tret of trettte along the line of a portion of the old jetty of IH!3, which had been flattened out by the actiou of the a, ild while the progren of the piledilvlug was very "low, it wa found possible by sloping and staggering the pile where nece. ary to find penetration between the large rck of the standing jetty, to erect a trestle over the, exUtlng enrockment. The enrockment in thi rate wa raised to the level of alout four feet above mid tide, to give good tupport to ome of the piles whhh did not have much penetration Into tlve rock. The tram way so built along the line of the old enrockment and supported to the level of mid tide by ro:k has withstood the storm of the pt winter, while over oOtM) feet of trestle was destroyed I vond that point, where the enrockment has been raised up only to the level of low tide. ' ' j It U true, however, that the destroyed (Million of the trestle had been very much weakened by the ravages of the teredo, but 1 U believed that ever Inj Its weakened condition it would have stood up during the winter, if it had had irieat support nt and above low water. After consideration of these methods by the district oillce, the chief of en gineer approved a plan for restoring the trestle along the line of the present en rockment and of raising the enrockment to the level, of mid tide over the entire width of the trestle Instead of limiting the width to only 8 feet a in the or iginal plan, this latter whlth Mug found insulticicnt. Thi work of extension under the next appropriation wa begun in May and ha been intermittently carried on by the purchase of stone. In open market until a formal contract could be made. The deliveries of stone have been ir regular and very unsatisfactory, despite the efforts of thu contractor. The diffi culty of obtaining lnlior, a strike nt the quarry and lack of floating plant have been the main reasons for the lowne and irregularity of the deliveries. Contract have been let for 1,000,000 tons of rock at $1.12 a ton, and for 200.000 ton ut $1.10 a ton, the entire supply required. A survey party wa held In readiness nt Fort Stevens from October 23 to Jan uary 15 to survey the bar, in order to' leaiti something of the changes which' pilots and others believed to be going on at the point where from lusLyear' Burvcy there was strong Indication of the formation of a new and deeper chan- An appropriation to equip th dredge Chinook with new boiler I urgently recommended. It I pointed out that he could do effective work on the bar. Her boiler are unfit for ue, and It U estimated It will cost from 180,000 to t),ooo to put her In good condition. To June 30, 1007, there ha been ex pended on the Jetty project 4,fWJ.4D3.5, of which II.Ofi8,7S3.l4 wa under the original project and WB4,740.41 under the present approved project.
