alleyway to Bond street was passed un
der suspension of the rules. The ordi
nance accepting the improvement of
Exchange street from Eighth to Ninth
. streets waa passed tinder a suspension
of the rules. The ordinance appropriat
log the sum of $331-22 for the benefit of
John Stephenson was given its first and
second readings. This is money due
Stephenson on a liquor license and
theater license which he turned back
to the city before they expired. An or
dinance appropriating $900 for the bene
fit of A. G. Lonsr was passed. The ordi
nance appropriating $567 out of a spe
eial fund for the benefit of L. A. Carter
for the improving of Forty-second
street was passed. The ordinance ap
propriating $1159 out of the special
' fund for street improving was also
passej. An ordinance providing for the
time and manner of improving Tenth
street from Irving to Kensington by
grading and draining was passed uder a
suspension of the rules. The ordinance
providing for a 12-inch sewer on Fourth
street from the north line of Commercial
to the south line Of Commercial was
passed under a suspension of the rules.
An ordinance providing for the time and
manner of improving Hume avenue from
Duane to Commercial streets was passed
gnder a suspension of the -rules. The
rules were suspended and an ordinance
to improve Duane street from Lincoln
to Hume avenue waa passed. The ordi
nance providing for the manner of
macadamizing all streets hereafter was
pas-ed after the rules had been sus
pended. A resolution was adopted for the im
proving of Commercial street from
Third street to McClure's Astoria.
The reports of the Chief of Police, the
surveyor and the city auditor and police
ndge were read and ordered placed on
file.
Bulling permits were issued to Al
fred Kinnev and Andrew Birch.

Charles Brewin Suddenly Re'

XEW YORK, July l.-Charles P.
Brewin, the Burlington, X. J., tailor who
wandered away from home and family
four years ajrcj and was found recently
working in a dyeing and cleaning e-tab-
hment in Plainfield, came to a realiza
tion of his surroundings Sunday.
Brewin, who is supposed to have been
sufferer from apliasia, a mental dis
order which deprives its victim of mem
ory antedating a certain time, has been
unable to tvcall the incidents in his
earlier life.
