GENERAL STRIKE IN FRANCE. '
PARIS, June 29. The general com
mittee of the general fedcraton of la
bor, in retaliation for the government's
decision to prosecute members of the
federation who signed the manifesto
fcliciting the 17th regiment on the mu
tiny, has begun to agitate for a general
strike throughout France as a protest
against the arbitrariness of the govern
ment of assassins."
, That Law Again.
. Four miles and mile the through pas
senger train has plodded along in the
wake of the slow freight. The trav
elers grow irksome and even petulant.
"Conductor," says one of the boldest
of them, "why . do you not get that
freight to take a siding while we go
by it!" ,
"Under the new Hepburn law," ex
plains the conductor, sadly, "we are not
allowed to pass anything." Success

FEDERAL SUPREMACY. ,
Wholesale Grocers Atoclation Advocates
Federal Control.
CHICAGO. Juno 2. Federal supre
macy in all judicial matter, allccting
ligliU of shippers and evmnuon carriers
was sironglji advocated last night by
Urj Uytr t the bmut of the Na
tional Wholesale Grocers Association,
"What 1 would like to see., he said Is
the wiping out of those 'Imaginary boun
daries called state lines J fur the
control of shipment over emmon ear
lier Is eoiiceriied. There nre now lu this
country something over 2,IHKI,(HH) freight
cars, owned by HHKl railroad and hand
ling l.ntki.tKXMMH) shipment each yr.
each having Its separate bill of lading.
In the forty-lv state and the terri
torie through which the railroad pass,
there are 138 fetleral justice, 34 judge
of the highest state court and more
than 3W0 judges of the lower court of
record who daily are making conflicting
railroad decisions, pending upon Incon
latent local and state) law.
The situation I almost terilile, espec
ially when w take Into consideration
the possible legislation In the sepsrat
Legislatures and Congress.
"I deny that it Is a question of cen
tralisation of government or of that
poetic fiction, state rights. In trade and
commerce these line r arbitrary, im
aginary and should not exlt. They
mutt be wiped out or complication will
rise worse than th blotting out of
mere politic) theory which ha no place
in the trade and commerce of nation.
He described the law recently pawed
by Congress, according to which the
carrier receiving the property become
liable for loss or damage, occurring In
transit, and thi Initial carrier In turn
may recover from-the carrier on whose
line the damage occurred. H declared
the constitutionality of this act to be
of the utmost importance and by exam
ple of conflicting law, showed the
clarifying' effect it would hv on the
present situation.
IT MAKES A DIFFERENCE.
It make thef difference In the
