Granting of a Reasonable Pension.
CHICAGO, June 6. A bill for the re
organization of the United States con
sular service wis drafted yesterday by
the executive committee of the Na
tional Business League to supplement
the Lodge bill, enacted by the fifty
ninth Congress. Among its provisions
for improvement of consular service are:
1 Removal of the service from the
sphere of political influence by enact
ment of the "merit" system of examina
tion, appointemnt and promotion of,
consuls. '.
2 Creation of an examining board,
-with examination scale of 83 to 100.
3 Minimum and maximum age limit
oi 21 and 40 years, respectively, for ad
mission to the service.
4 Cousuls to be familiar with one
ibodern language other than English and
possess a knowledge of the natural
industrial and commercial resources and
the commerce of the United States.
6 Tenure of office to continue only
during efficiency and conduct of the
highest grade. - I
The League also advocates reason
able retiring pension for consular
efTicials.

secretary of the Uncle Sam Oil Co., to
serve three month in Leavenworth
comity jail for contempt of court, the
contempt being a sensational affidavit
filed by Tucker alleging a conspiracy
ttweea Federal Judge Pollock, Wc-
Vherson and Phillips and the Standard
Oil Co. to drive the Uncle Sam Oil Co.
out of business. Judge ITook delivered
a terrific arraignment of Attorney Wil-
-on who prepared the affidavit. The
judge also criticued the clerk of the
eourt for filing auch document and
ordered it struck from the file.

SOUS EXPERIENCES.
In a chat with Mr. R. McEwan yes
terday some interesting facts were
wrought to light of the early day in
Astoria, Mft McEwan first came east
to Oregon City with an ox team and
a few head of cattle and horses. When
he first visited Astoria in 1350 he found
here a Hudson Bay Post on the spot
where Mr. Van Dusen's house now
.stands. Behind it there was a boarding
house run by David Ingalls an old Eng
lish sea captain who did not however
have many boarders. Of people who
have since been well known in the city
he met, at that time, Mr, McClure and
Billy Welch. That same year of 1800
Mr. McEwan started to organize Pacific
County in Washington and Clatsop
County in Oregon under the old Terri
torial administration.
In his second trip from the east which
was made in 1933 be encountered more
trouble. He had in the first place more
stock with bim, and secondly the In
dians, who had become more used to
white people and. less afraid of them,
were much more in evidence, and more
annoying. However, Mr. McEwan and
bis retinue came safely through without
a great deal of difficulty. It is re
markable coincidence that the two trips
each took eactly five month to day.
They were made from the Missouri Riv
er to Oregon City. Mr. McEwan was
well acuainted with Ezra Meeker in the

I Mr. Meeker recently went back east
jover the old Oregon trail with an ox
j team. Mr. McEwan is a Nova Scotian
j by birth but he came here from the
j Missouri.

KING WILL VISIT IRELAND.
LONDON, June 5. An official an
nouncement tonight stated that King
Kdwanl and Queen Alexandria will Visit
Ireland early in June. The news has
caused great surprise as the news of the
Irish discontent is common property.
SALT LAKE MAN ARRESTED.
DETROIT, June B.-Oliver J. Smith,
manager of a roofing company in Salt
Lake City, was arreted today at Com
merce, Oakland County, where he was
isiting a relative, on a telegram from
Sheriff Emery, of Salt Lake, charging
that he wa an embezzler. Smith de
clare that when he left Salt Lake City
his books were straight, and that he
knows nothing of any embezzlement.
The sheriff's telegram gave no details of
the alleged embezzlement.
TREATY IS POLITICAL ONE.
ST. PETERSBURG, June 5-The final
ilafts of the Ruso-Jnpanee commercial
treaty have been completed and sent to
Tokio for approval. The answer of the
Emperor" of Japan is expected during
I hp latter part of the present month. The
treaty will remain in force for five years
and i more of a political than of "an
economical character.
