became Chief of the Section of Foreign
Markets. Soon after the Department
of Commerce and labor was organised
he was offered snd accepted the office
of chief clerk there.

In the reorgatiiMtlon of that depart
ment, the appointment of postmasters,
now numbering nearly seventy tbous
snd, was assigned to him. Mr. CorteP
you, himself a product of tie so-called
merit principle, made up his mind that
good and efficient postmaster should
be retained, snd that changes in uch
offices should not be made just because
a member of Congress wanted a change.
ITs therefore adopted an efficiency ra
ting. If the record of the postmaster
waa rated excellent or good, his ser
vices would be retained; if it was rated
as fair, a chsnge could be nude, and If
poor, the congressman could have his
way about the appointment. The
adoption of the rule raided a great
howl and it enforcement nearly pre-
tpltated a riot. But Mr. Cortclyou
won out. First AssKant Postmaster
Hitchcock was the man upon whote
shoulders fell the burden of the work In
introducing the merit rule policy In the
appointment of postmasters. He was
the man who met angry senator an.l
representatives, and pacified them; In
many cases he had to tame them. But
the rule came, it worked, and it is here
to stay.

brought into contact with politicians.
Conditions at the North gave him little
trouble sifter the first plunge, but in
the South they were different. Hitch
cock became, and fs now practically the
referee in all postofflce fights arising In

tions are usually followed by the Post
master General and the President. The
First Assistant has taken a deep Inter
est In Southern political affairs. He
knows "everybody in the Sou i h who is
anybody in politics. There is good rea
son to believe that despite the fact that
Mr. Cortclyou wants Mr. Hitchcock, to
become one of his asitaut : at the
Treasury, that the latter will remain
.In his present office until the close of
the next campaign,
As things now size up, the two wings
of the Republican party, one reprexent
ing the President and his policies, and
the other comprised of the "so-called
Roosevcltism, will indulge in merry war
fare to control the next national con
vention. Tho administration Is in a
fighting mood, o was made clear In the
authorized stories that came from the
White House concerning the "conspira
cy" and five million dollar war fund
that had been collected to further its
alms. For that reason Mr. Hitchcock,
who is intensely loyal to the President,
will be a handy man in the place ho
now holds. The intimate acquaintance
with public men in the South and hi
