report which wa accepted:

made by the Portland, Oregon A Boa
coast Railway Company to build
railroad from Astoria via Clatsop City
and the Lewis Clark River to Hum
bug Mountain, as a part of Its main
lln to th Willamette Valley; that
portion of the road from Clatsop
City to Humbug Mountain to be com
pleted by November 30, 1907, over
grade already constructed, desire to
report as follows:
The proposition came before this
Chamber at the last regular meeting
on a verbal request made by Mr. J. R
Talbot, who asked tha moral support
of this body In securing the right-of-way.
Tour committee was appointed
to investigate th character of the men
behind this proposition and to a seer
tain so far as possible the good faith
and financial ability of th promoters
to carry out their signified Intentions.
Wie have ascertained that Mr, Haw
good, or Lot Angeles, Cal, Is the
president ot the company proposing
to build this road; that William Rled.
of Portland. Is tiw secretary; that
i. S. Talbot, of Portland. I the right-of-way
agMit and superintendent of
construction; that J. T. Whalloy. of
Portland, Is the general legal counsel.
Mr. Hawgood la a railroad engineer
of wide experience who has achieved
great success In th various enter
prises with which he has been con
nected. We have communicated with
Mr, Hawgood,' the head and director
of this enterprise and he assures us
of his good faith and that hi and his
associates have undertaken to build
the line and that quickly. His record.
Integrity and achievements as a man
of business and affairs, would seem to
leave no other course open to us. than
to say in this report, that we there
for have every reason to believe Mr.
Hawgood win in this transaction as
he has in all others, carry out his
contracts and agreements; and his
business standing, connection seem
to make It more than reasonably sure
that he will be able to meet any and
ail financial obligations. We thus es
pecialty mention and emphasize Mr.
Hawgood because he heads this rail
road enterprise, and because It is to
him that his associates point, and on
him that they avowedly depend for
guidance and financial backing.
Being thus convinced of Mr. Haw
good's good faith and financial ability
to construct this proposed railroad
and fully realizing the importance to
tha City of Astoria of any and every
railroad, by whomever built, nnd being
desirous of securing every additional
ralroad possible to assist In the up
building of our growing city and com
munity, we respectfully recommend to
this Chamber that It go on record, by
adopting this report, thus favoring
and urging as strongly as may be, that
all of th citizens from whom rights
of-way are asked, grant same without
cost, the TERMS OF ALL RIGHTS
OF-WAY DEHDS TO BE SUBJECT
TO THE APPROVAL OF THE
LEGISLATIVE AND JUDICIARY
COMMITTEE of the Chamber of Com
mere ;and as the early construction
of this road would enhance the value
of the remainder of their property
many times more than the (0-foot
trip of land through it Is actually
worth, and moreover, by thus aiding
In the rapid construction of this road,
such citizens as furnish a right-of-
way, will at the same time be per
forming a public service to the com
munity, we now ask in the name of
