The committee aleo made a formal requeat that the grounda of the ma)l reaervolr be cleared up and converted Into a park. They were aaiured by the commlaalonera that the matter waa under consideration and that aa soon aa it could be attended too it waa the Intention of the board to remove the pipe and other obtructlona and then the matter of beautifying the grounda would be gone Into, The de'Va r port, giving the total month's bust oos aa amount to 13651.50, and the total cash collections as 13671.60 waa read and ordered placed on file. The reports of the treasurer and aa- slstant superintendent wore also read and placed on file. Monthly payroll amounting to MIS waa approved and ordered paid. Bills for the month aggregating $118.(1 were approved and ordered paid by city warrants. The bonds of the treasurer and clerk were renewed for one year. The email reservoir which has not been repaired since 1896 Is again leak lug In places. The board Instructed Assistant Superintendent Johnson to drain the reservoir so that the mem bera of the water commission might have the opportunity or lnpectlng the aame In order to gain an ida of the repalra needed. The clerk waa Instructed to write to W. B. Chase, a consulting engineer, asking him to come to Astoria and look oevr the ground for the new headworks dam. If In his opinion the work can be done at a reasonable cost he will be asked to prepare a set of plana, specifications and estimates for the work. An application for the position of superintendent of the water works was read and laid over until next meeting. The application was from a former realdent of Astoria, W. N. Jones, now In the chief engineer's office of the Cincinnati water commission. Through a misunderstanding the 1000 feet of steel pipe ordered at the last meeting was not delivered. . In reconsidering the matter Die board de cided to call for new quotations and so Instructed the clerk. The clerk was Instructed to address a communication to the common couh oil asking that the grade be established on James, Fifteenth and Sixteenth streets. The i commission finds It necessary to proteot the north slope of the karge reservoir bank and desires th dirt that will be obtained from the grading of Sixteenth street for that purpose. The clerk was also Instructed to have the city surveyor prepare an estimate on the cost Of tilling In of James street to the grade established. According to a monograph Issued by the Bureau of Statistics of the Department of Commerce and 'Labor, the United States now ranks third among the world's exporters of manufactures. The report shows that not only do the exports of manufactures now exceed $700,000,000 a year, but they have doubled In value In a single decade. In the comparative tables It Is shown that in 1SS0 manufactures formed only 15 per cent of the total exports of domestio products, while last year they were 40 per cent of the whole. Begin ning this morning the malls will be delivered to the business section of the city only twice a day Instead of four tlmea daily, as heretofore. This Is the result of a refusal of the Post Office Department at Washington ' to allow more than $35,000 a year for the carrying of the mall within the boun daries of the city. Gates, who Is going abroad for an ex tended period, and wbo recently n nounced that his firm would retire from the Wall Street district Is quoted in an Interview today aa declaring that be has abandoned Wall Street for good, "I am through with Wall Street' he said. "I've been busy down there off and on for quite a few years and I am done with it Hereafter, when I return to this country, I shall devote myself to the management of these Interests with which I am connected entirely apart from the stock.
