Railroad managers need money to ex tend their lines, they need money for betterment, for new and modern equipment. Railroad securities during the past few months have got a black eye that will not be effaced In a Jay or a month. If a bill passed prohibit ing the overcapitalization of railroads, providing penalties for Injection of water Into stock, thus giving in effect, such securities the stamp of the gov ernment It would hove a salutary ef fect In diverting the Investment of a large amount of capital In railroad propertlos that is now being held In reserve or ued for other purposes.
