The River and Harbor BUI carried for work on the Missouri river the urn of 1400,000. General MacKenitle plana to expend between the mouth of the river and Kansas City 1150.000; betweefr Kansas City, and Sioux City the mine anfount; and between Sioux City and Fort Benton, Mont, 1100, 000. The principal work to be under taken will be the clearing of the chan nel, but a considerable portion of the appropriation wlU be apent on work for the protection of th bank of the river. Work on the Ohio river and a number of the aouthern river will be undertaken about toe same date, or as quickly thereafter a the chief of en gineera can approve the plan of the engineers In the field. The same holds true of the Columbia river and the other streams of the coast Aa for Improvement to streams emptying Into the Lakes, and the harbors on the Inland seas, work on these bodies of water will be undertaken Just aa soon as they aro free from Ice. : Simultaneously with the actual be ginning of oporatlonaon the various Improvement project, will be held the first meeting; of the new Inland Water way Commission, which haa just been named by President Roosevelt Con gressman Burton, chairman of the Rivers and Harbors Committee of the House, is chairman of this new com mission, thus making .certain the offlclency of the organisation. The Commission, which. has not yet been formally organized, and the duties of which are unknown - except, to the members and to the President himself, Is expected to Investigate and pass upon all questions of Improvement affecting inland waterways. It will not confine Its attention entirely to the question of navigation, but will consider means for preventing of a recurrence of tho disastrous freshets that have swept the Ohio valley, and will also advance projects for the crea tion of power through the use ot water. It is due in great measure to the earnest championship of the question by the National Rivers & Harbor Congress that no Jealousy has been created 4n the naming of the Commis sion. Only a few brief years back the Atlantic and Paclflo coasts and Gulf states would have seen In the appoint ment of such a commission a direct attempt on the part of the administra tion to exploit Internal works of Im provement at their expense. Through the organisation's efforts, however, the nation-wide Importance of the ques tion Is now understood, and the fact Is well established that with adequate transportation in the producing cen ters of the Middle West, the whol country will bennflt through tho re duction of freight charges In geUlng these products to the centers of con sumption.
