We must broaden away from the
Individual and keep the larger ben
efits In sight; giving preference to
the communal largess rather than to
the narrow gifts that shall befall us
as units. There will b a big rela
tive gain In It all for the Individual;
no man will suffer because of the
expansion of hi town and county:
and in the generous policy of building
for all. we shall conserve the richer
profit for the Integral, and feel far
better for It,

MR. HILL AND THE "A. & C."
The following is the formal state
ment of President C M. Levey, of the
Portland tt Seattle Railway, of which
the Astoria ft Columbia River Railroad
In now an integral part; it comes from
the man next and nearest to the man
who owns it, and may be relied on as
the limit of expression in this beialf,
at present: j
"As the new proprietors have just
taken charge of the property, it la too
early to state plans fully for improve
ments and extensions, but the Astoria
k Columbia River line will be annexed
to the Portland & Seatle Railway and
form a continuous line from Spokane
to the sea.
"With reference to the seacoast line
from Seaside to Tillamook and Ta
quina Bay, the surveys for the entire
line have been completed and the line
was today adopted by the board of
directors with a view to construction
at the earliest possible date. There Ik,
however, considerable litigation pend
ing over rights of way along the pro
adopted route. The Pacific Railway
and Navigation Company has Just
brought proceedings in equity to en
Join this company from constructing
this line, and there are many condem
nation suits to acquire right of way
that could not be obtained by purchase.
Of course actual construction cannot
commence unless this litigation is dis
posed of and the necessary rights of
way acquired."
That James J. Hill has an immense
program for the development of this
property no one in the west will doubt;
arid those who know him are Just as
certain they will not know his plans
as that he has them. He is a builder
and a promoter and uses both facul
ties silently, the facts in the case be
ing known at fruition. This saves'
trouble all round, and brings things
through without the accompanying
friction of doubt, conjecture and dis
appointment to the lntermeddler.
We of Astoria, are perfectly satis
fied to wait for his dictum. He is in
intimate touch with this city and sec
tion and holds' immense interests here,
and these items are of extraordinary
value, coupled with the significance
inherent in his fame for "doing things."
We cannot stand back and dawdle
while he is formulating his work, that
would be suicidal, but we can trust
him to do his part and we can build
sensibly and opportunely to the splen
did advantage he is maturing for us.
To do less than this is to confess
ourselves lacking in faith In the man
and barren of Initiative at a time when
all the' initiative we possess is de
manded. Astoria must merge solidly
and contribute her share of the pluck
and spirit that make for results. In
difference now will be counted nothing
short of communal crime.
"WE," NOT "I."
There Is a sermon in this little text
for all Astorlans, We are not in the
preaching line ourselves, but we take
the liberty of euggestlng that due con
sideration be given this slogan in all
future discussions of commercial af
fairs here.
It will have the effect of drawing
the scattered forces of the city Into
well-aligned, that the public con
science realises no lapse In the pre
conception of his flagrant Iniquity.
He seems to be In contempt of ev
ery court of his state, from the su
preme tribunal down to the minor
magistracies, and as for current opin
ion In San Francisco, that condemned
and convicted him long ago beyond all
possibility of error. It is conceded
that he should fight back and do all
that the law permits In th way of es
toppal and intervention, but the char
acter of his pleas, the manner of his
fight, the tone of Wa argument hsa a
false ring, and look, to It all: and there
Is no man to champion him, save to
do him further harm. It Is pitiful,
but Inexorable.

St Petersburg reports the death of
ex-Procurator-General of the Holy

dies with him. It is enough to kill any
ordinary man to carry it around, but
Pobie-tse etc. was a hard man. He
was one of the worst of the reaction
aries of Russia, responsible, wtlhout
doubt for much of the misery of the
people, particularly after the move
ment of reform and recognition of
their rights began. Such men are of
no value to the world. Brooklyn Union.
The "Morning Oregonlan" says the
"next national political conventions
will be filled with delegates of the Ore"
gon brand of statesmanship paying
their own railroad fare." That will
be a surprise to the railroads, and It
ought to secure better men at the con
ventions, who are not asking any fa
