called "trust" with possessing pow
ers for good. However, United States
Consul 11. W. Harris of Mannheim,

report he says:
"American mowers, reapers, harves
ters, hay rakes and a few other agri
cultural' Implements have had a con
siderable sale In this part of Germany,
due largely to tho consummalo
skill with which they have
been handled. No more udmirablo
text book could be placed In the hands
of those who would sell American pro
ducts abroad than a concise history
of the methods which have placed an
American mower and harvester In so
many grass and grain fields of the
world. Probably no other branch has
cojieerned Itself so little with tho con
ventional Ideas of how merchandise
ought to be sold, with which the Euro
pean agent la apt to be well supplied,
and no branch has more fully demon
strated the superiority of the Ameri
can agent for American goods."
This recognition, from one on the
ground, of the International Harvester
Company's work In creating a foreign
market for American manufacturers
Is really laughable when It Is consider
ed that the Department of Commerce
and Labor has been striving, ever
since Its organization, to advance this

foreign commerce. The Department
now In put In tho attitude of aid in the
tearing down of one of its strongest
allies. It Is a decidedly uncomforta
ble position for the officials and It Is
not altogether likely that Commission
er (iartleld appreciates the full value
of the supposed Joke.
There Is a well-detlned basis for the
belief, however, that the inquiry Into
lite "harvester trust" will go far to
putting the corporation question right
before tho American people. If the
government had such an end In view
It could not have selected a more fav
orable medium for attaining Its ends.
In spite of the greatly Increased price
of steel and other raw materials, this
corporation has maintained a practi
cally uniform price on its finished pro
duct, and tho American farmer today
is paying almost the same for his ag
ricultural machinery as ho did five
years ago. The International Har
vester Company, it Is declared, has
been enabled to do this because of the
elimination of destructive competition
and the cheaper cost of production
consequent upon the consolidation of
warring trade elements.
In the meantime envious acquain
tances of Commissioner Garfield are
chuckling over the naive report of
Consul Harris and wondering what
Mr. Garfield's official report of the In
vestigation will be. It has put him In
rather a peculiar position.
