There were nearly three core men In the big hall on the third floor ot the Odd Fellows' building, and President J. W. Welch and Secretary Frank Clark faced a strenuous line of business when the gavel fell at 8 o'clock. The report of the Committer of Fif teen gave specific detail of the St. Valentine's ay success and showed the composite result of 60 new mem bers and over 19,000 to the good of the Chamber In a financial way. The report was one of the cheerful Inci dents of last night's big assemblage, and the Interest never ' flagged for an Instant Among the more Important steps taken last night was the appointment of a special committee on the re-modeling of the constitution, this work be ing assjgned to the capable hands of G. C. Fulton. J. Q. A. Bowlby, F. J. Taylor, A. M. Smith and J. W. Welch. it was ordered that 20,000 of the new Chamber folders be printed and sent out, instead of 5,000, as was first decided upon. The matter of the employment of a general manager for the Chamber of Commerce was deferred, pending the receipt of an answer to a letter sent to Tom Richardson in thia behalf. j The Astoria National Bank was made the depository of all funis of. the Chamber, and it Is earnestly de- R'ued Uial ali citizens desiring to pay Into the treasury, in any relation what ever, will use the bank at once, with out waiting for any committee or offi cer to come around and collect A committee was also appointed to take up the matter of a new and per manent hall for the Chamber of Com merce, Messrs. F. L. Parker, F. A. Fisher and Dr. Ball being named in this connection. All committees, new and old, will re port progress at the special session called for the Chamber of Commerce at the old Bond street rooms on the night of Monday next. DAUGHTER IS HELD GUILTY No Other Explanation of Murder of New York Woman Can Be Found Had Often Begged for Death. NEW YORK, Feb. 18, The death of Miss Ida Binge, the aged woman who, it Is alleged, was poisoned as she lay dying from cancer is resolving It self into a most remarkable case. The daughter of the dead woman, Mrs. Lottie Wallou, Is under arrest, charged with having administered the poison1 to her mother. The remarkable feature of the case Is the lack of motive. The assistant district attorney's who have been fit work on the ciMe confess themselves baffled In this respect. They found that Mrs, Binge, trie victim, had long since given most of her fortune to her daughter and what remained had ben devised by law to Mrs. Wallou, who Is the .only heir at law. Under the cir cumstance, and considering that Mrs. Hinge was nt the point of death, and suffering great pain, the only expla nation that the law officers can give in that the bichloride of mercury, which is alleged to have been found 1 in the dead woman's stomach and In the dregs of some champagne of which Mrs. Hinge had partaken, was admin istered with a merciful view to end the aged lady's sufferings. ' It Is known that Mrs. Hinge, who suffered intensely, frequently begged that womeone end her sufferings, and the suspicion Is growing that Mrs, j Binge was really poisoned aa the au- : topsy seems to indicate, someone who ' loved her finally yielded to her en-! treaties. j Ifornla. The opposition presented an an al ternative plan, a resolution Instruct ing the conferees to bring In a pro vision positively prohibiting the en trance of Japanese laborers. ( It was declared not In order and a motion of Lodge to appeal from this ruling was defeated on practically a party vote. The conference report was then adopted without roll call.
