rate on lumber which permits ship
ment to California has been the di
rect means of adding thousands of
dollars to the wenlth of the state, and
the railroad company has been the
principal beneficiary by the increased
business and tho maintaining of ex
ceedingly high local tariffs. The com
pany was losing at "tho rate of half a
j million dollars per year when the fore
I sight of Mr. Mnrkham discovered a
i means of changing a large yearly de
ficit Into a dlvilend paying policy as
; shown by the company's own financial

i stato's office. Tho number of mills
tributary to the Southern Pacific Com
j pany's lines between Salem and Glen
i dale aggregate about one hundred and
fifty employing about 6,000 men, about
GO mills being In this vicinity. The
Southern Pacific company has com-
; plained bitterly of the advance In the
price of lumber for Its own use. For
years It purchased ties for $6.19 per
thousand foot and when the mills re
fused to cut their timber any longer
for less than cost the railroad com
pany, at the Instigation of the man-
ngement cnuspd three milla to be built
j and are planning a fourth In order to
further coerce the small mills to ac-
ceed to their wishes In the price of
i lumber. The timber the railroads are
, cutting waa placed ln their hands by
a genorous but too confiding govern-
ment In trust, to be sold to actual sot
, tiers at $2.50 per acre, to assist in the
development of the state. The com
i pany has not only botrayed their trust
ln not selling these lands In accord
ance with the terms of the grant, but
1 absolutely refuse to sell at any price,
thereby retarding the development of
j the state, but have become a compet
itor ngalnst the principal Industry thoy
fostered, and nurtured into life. If
the railroad company may lawfully
engage ln the lumber business against
Its patrons under undue advantage, It
can with eo.ua! propriety Invade every
other line of bualneaa along lti route.
The railroad company with cool, cal
culating deliberation, has Insisted In
raising the rate during the present
long period of car shortage leaving
tha unfortunate lumbermen with large
accumulated storks, canceled orders
and In many Instances a depleted cred
it.

ical, ' scornful, humorous, pithy Idea
has put It In conspicuous black and
white and hung It on the much
abused thoroughfare and the display
Is drawing hundreds of amused visit
ors from all parts of the city.

Resolution Providing for A. & C. New
Belt Line. '
Among the matters sent 'to the
county clerk's office for public record
yesterday, was the following resolu
tion passed by the board of directors
of the Astoria & Columbia River
Railroad Company, at Its last meet
ing In Portland, and certified here, for
record by Secretary G. B. McLeoJ,
of the board, as follows:
"Resolved, That this corporation be,
and Is hereby, authorized and empow
ered to construct, operate and main
tain, a branch, or side line, from some
point on its railroad line as now con
structed, at, or jiear, the town of War
rcnton, In Clatsop county, State of
Oregon; thence, by some practical
route, in a general westerly direction,
to, or near, the beach of the Pacific
Ocean; thence, In a southerly direction,
along, or near, said beach, to the town
of Seaside, In said county and state;
tho termini of said branch or side
line being Warrenton and Seaside."
The Fox Case It Is admitted now
that C. Roy Fox, the young man ln
Jail here, charged with murder, ln the
case of Blanche Day, does not want
a preliminary hearing ln the minor
court, and will stay ln durance until
the grand Jury, which will undoubt
edly be summoned in the circuit court
for February 18, shall pass upon the
merit of tho charge and find, or not
find, a true bill.

Mayo, of the Astoria & Columbia Riv
er Railroad Company, that gentleman
Informed a reporter of the Astorlan
that his people will be only too glad
to take an equal hand In the compil
ation, distribution and cost of a fold
er, ln which the Industrial advantages
of this city and county shall be duly
and fully exploited.
Mr. Mayor deprecated the idea of
advertising the city as a summer re
sort, and said he could not assist in
any venture of that kind; but as to
an Industrial exhibit, he was ready at
any time to take a hand, and he in
sisted that if this were done at all,
it must be done In a large, handsome,
thorough way, or not at all, since the
modern folder is a real creation, at

Vague But Pleatant a rumor was
current on the streets last night that
A, Montgomery, the patriarchlal pio
neer of this city, has taken unto him
self a wife In the person of Mrs. E.

ports the happy couple took their de
parture for Seaside on the evening
train to spend their honeymoon in that
pleasant little place. They many
