An evidence of what government "red tape" can do-or father, what It can do In the way of not doing things was found this Week In the Depart ment of the Interior when an Indian claim filed in 1869 finally came up for consideration. After thtrty-seveti yeare of repose In the pigeonholes of officialdom, thl claim of Joseph Sea ley, a Chickasaw Indian, is to be in vestlgated. 8ealey long ago Wa ga thered to the Happy Hunting Grounds of hia fathers, so that his Interest in the outcome of his case Is hot a very live one. but the case is one of 123 si mllar claims, involving a sum in ex cess of $750,000. The claims are for reinbursement for losses sustained to property In the Indian Territory through depredations of the Kiowa and Comanche tribes when these Redskins took the warpath. Sealey was a frlnd ly Indian, aa were the 123 others, and his friendliness gave his case a stand ing before the government. The number of arrivals of Congress men Is Increasing dally, now that the opening of the session Is comparatively a few days away. Judging from the expressions of these early birds of the legislative Xamlly the topic of proba bly chlefest interest Just at the pre sent time Is thnt of waterways Im provement. The fact that the Trans Mlsatsslppl Congress and the Nation al Grange convention last week both henrtlly Indorsed the movement to have the government appropriate $50, 000,000 annuuly for the prosecution of develormient work, has aroused the national legislators to the extent of the popular demand. Congressman T. R. Burton, of Ohio, chairman of the Rivers and Harbors commltee of the House, is at present at Hot Springs, Va. a health resort much affected by official Washington, and is making plans for a meeting of bis committee to consider the question before the fall of Speaker Cannon's gavel opens the session. A number of Congress men have dlssapeored from here to re appear in the lobby of the Homestead hotel at the watering place, and pres sure Is being brought to bear on Mr. Burton to have his committee give to water-ways Improvement the consi deration its Importance should com mand. Representative Rodenburg of Illinois, one of the arrivals, Is enthu siastically in favor of the "lakes-to the- gulf" canal project, while a score of others are declaring that commerce In their especial districts is suffering because of lack of transportation fa cilities. The convention of the Na tional Rivers and Harbors Congress here Dec. and 7 will offer an oppor tunlty for the crystallization of these demands, and It is believed that the Federal government will be aroused to the neoesslty of setting Vigorously to work to remedy the neglect of nearly a half century given over to the devel opment of railroads to the exclusion of all rival methods of transportation. Demands for ; American wood ahd wood products suddenly seem to have sprung from the four quarters of the world. In the last nine months ex ports in thlB class have Increased 33 percent over last year, according to the Bureau of Statistics. During the nine months tho value of these exports Was $61,000,000. A decade ago the total export reached only $32,000,000. The bulk of the export 1 classed a boards, Joist and cantllng. It remained for a Maaaachusett woman, who won dered at the Inconsistency, to raise the question, and this week Acting Di rector of the Mint R. E. Preston ex plained the reason for the difference. It seem that when the coinage wa first made recourse was had to En glish heraldry In which t points or more denote a star, and this style was ac cepted by the fathers of the country, who were of English stock and looked upon heraldry as being little short of divinely inspired. When it cam to the question of designing the flag, It Is known that George Washington was a member of the committee, and hi views probably dominated his collea gues. Washington It will be remem bered, sported a coat-of-arms, and on the Insignia of his family the stars have only five points. It Is undoubte dly true that the "Washington" stars were copied for use on the flag. How ever, Director Preston uncovers other "star" discrepancies. The star on the Great Seal of the United States and on the President's seal are five-pointed while the seal of the House of Rep resentatives shows six-pointed lumi naries. Much discontent is being expressed with the ruling of the Interstate Com merce Commission prohibiting the is suance of passes to land and immi gration agents. Protests are begin nlng to pour In on the Commissioner, especially from the West It 1 con tended that these land and immlgra tlon men, while not actually employ es of the railroads, should be permit ted to travel free because of the good they do In settling up and developing the sparsely settled states. However, the law Is the law, and so long as the Hepburn bill prohibits the giving of free transportation to others than the employes of the railroads, the trans portation companies will be compelled to observe the prohibition. Delegate Waskey and Cale, the flrst two representatives Alaska ever sent to Washington, have reached the caDital In addition. Governor W. B. Hoggatt, the energetic young execu tive of tho nation's farthest north ter rltory, also has arrived, and the claims of Alaska likely will be pushed at the coming session. Both Mr. Waskey and Mr. Cale are miners, having am assed comfortable fortunes In the gold bearing sands and rocks of the far north. Governor Hoggatt also is miner, but he has had a varied career, for he was successively business man, naval officer, and gold-seeker before taking on the authority of ruler over Uncle Sam's rich possession. The deadly disease discovered re cently in Guam is giving the medical men of the United States army and navy much uneasiness. The malady attacks and mutilates the face, and in many instances spreads to the limbs. It is more frightful than leprosy. Al though It has been traced back to 1821, It has spread and grown more virulent during the last eight years, or since the American occupation of the Island. This Is due to the failure of the Amer icans to Isolate the victims effectively, and as the disease is more contagious than leprosy the spread has been ra pid. The matter has been brought sharply to the attention of the autho rities here by the appeal of Commander Potts for funds with which to fight the epidemic. Unless the sum of $9,000 a year is forthcoming, says the Comman der, he will be compelled to release not only the victims of this disease but the lepers as well, for the colonies can not be maintained at less cost. The matter has been taken under advise ment, and there Is little doubt but that the necessary money will be allowed. It would not be surprising if Con gress took up seriously a licensing plan as a means of curbing the big trusts. There is little doubt that the trust question will be discussed at length at the coming session, and some legisla tion along the same general lines as laid down in the meat Inspection and pure food bills Is not unlikely. At the present time, the packers are not com pelled to have their goods inspected, but are simply prohibited from intro ducing their products in the markets unless they bear evidence of govern ment approval.
