ORS OF THE CITY OF ASTORIA:
That section 143 of said Charter of
the Citv of Astoria an Act of the Le
gislative assembly of the State of Ore
gon, be and the same Is rereby una
mended so as to read as follows:
Section 143. The Commission shall
fill any vacancy that my occur in
that body by death, resignation, re
moval from the city, or otherwise,
by the appointment of a peron to be
a member therof who is a bona fide

and five members of the commission
hall constitutea quorum for the pur
pose of organization, as well as the
transaction of all other business.
The present commission shall hold
office untill the first Monday in Janu
ary 1909, and until their successors
shall have been elected and have
qualified, and at the generai election
to be held on the second Wednesday of
December, 190S a commission consis
ting of nine members shall be elected,
two of which members shall be elected
from each ward, and one at large, one
member from each ward shall be elec
ted for the term of four years, and
one from each ward for the term of
eight years and the commissioner at
large shall be elected for the term of
eight vears. and the successors of each
shall be elected for the full term of
eight vears, so that one member of tae
water' commission from each ward
shall be elected every four yars, and
the term of office shall be eight years
and until their successors are elected
and have qualified, and any person
a-'winted to fill a vacancy shall hold
for the remainder of the unexpired

and be in force on the first Monday
in January, 1907.

Mavor shall have filed notice of his
suspension with the City Auditor, the
office of such negligent official shall

Fourth. Every contract for work to

vide that in the performance of the

of this section shall be null and void,
and any officer who shall sign the
same shall be ruilty of misfeasance
and upon proof of such misfeasance,
shall be removed from office.
Fifth. Any contractor who shall
undertake any contract for the con
struction of any public work saall be
re.iuired to Elve bond, with two or
more sureties. In a sum to be fixed
