D.. 1906, and In respect to the respective estates and Interest of such owners, lessees, and other per sons interested in any lands, tene ments hereditaments, and premises, and shall report such assessment to the next session nf the Council. The respective sums so assessed by said viewers on the owners, lessees, or oth er persons interested in thu lands ten- comprise all of Astoria lying et of the center line of Fifth Street, extended a sulliclept distance North and South to Intersect the North and South lines nf the City of Astoria. The second ward shall com prise all that portion of the City of Astoria lying between the Feist line of the First ward and Hie center line of Fourteenth Street, extending a suf ficient (Usance North and -'outh to Intersect the North and South lines of the City of Astoria. 'Ihe Third ward shall embrace all that nortion of the City of Astoria lying between the Kast line of the Second ward and the center line of Thirty-fifth Street, ex tended a sufficient distance North and South to intersect the North and South lines of the City of Astoria, and the Fourth ward shall comprise all that portion of the City of Asto ria lying East of the Fast boundary of the Third Ward; and the Common Council, by Ordinance, may create additional wards or change the boun daries of those established, and when it creates an additional ward the Council may appoint, two Councllmen from such ward to hold until the next election, at which election one Coun cilman from each of said additional wards shall be elected for the term of two years and one for the terrn of four years and the successors of each shall be elected for the term of four years, so that one Councilman from each ward shall be elected every two years.
