ROME, June 20.-Pope Fius X. is de
veloping a policy of "irreconcilability'
so far as the Quirinal is concerned.

The latest proof of the pope's atti
tude to the Italian government was
given when he snt a severe reprimand
to cerUin prelates (there were even some
cardinals among ihera) who had attended
tba dinner given by the United States
ambassador in honor of Archbishop Ire
land. The reason for this is that the
American ambassador is accredited to
the Quirinal and not to the Vatican.
It is comprehensible that in the case of
countries like Spain and Austria, where
two embassies exist, one accredited to
King Victor Emmanuel and the other
to the pope, that a hard and fast rule is
made; but the United States never did.

The Italian government on the oUier
hand, is said to be trying to adopt a
policy of generosity toward the church.
The latest proof of this is that the
Italian law courts have decided that a
cardinal as prince of the church, takes
precedence of everybody except the
princes of the blood. This question
came up in connection with the notor
ious Murri case. Cardinal Svampa was
called as a witnes, but invoked his
princely rank and demanded that the
court should come to his pakce to take
his evidence. His right to do so has now
been upheld by the supreme court, which
declared that a cardinal takes precedence J
even of the knights of the Order of
Annunziata, who are called "Cousins of
the King and have the right to address
him by the familiar "thou." If a car
dinal should viit the court he would
have to be received with the military
honors paid to a prince of a reigning
house.
SCADDING ACCEPTS BISHOPRIC.
PORTLAND, June 20. Dr. Charles
Scadding today formally accepted the
Bishopric of the Oregon diocese of the
Episcopal church, subject to the ap
proval of the College of Bi-hops,
EMBEZZLEMENT CHARGED.
ICEW YORK, June 20-Cabel H. Jack
son, who said he was a manufacturer of
Harrisburg, Pa., was arrested today
charged with embezzling $10,000 growing
out of the sale of $54,000 worth of prop
erty as agent for B. F. Kern of Wash
ington, D. C and Los Angeles, Cal., to
the Exploration Company of New York.
The prisoner was released on $5000 bail.
Jackson said it was a purely business
transaction and no embezzlement. It
appears from the papers that Jackson
sold the. property and later sent $44,000
to Kara. The full amount involved was
$54,000.
At sundown last evening nothing had
been heard nor wen of he United States
cruiser Boston, due here from San Fran
cisco, due here from San Francisco. It
is supposed she was retarded by the
steady nor'west winds of the past 24
hours, and will be on hand this morning.
Later The big cruiser crossed in at
10 o'clock and arrived off the city at
midnight. . Captain Patterson boarded
her and she proceeded at once to
Portland.
The .Hammond Rafting Company
who big sea-raft is still lying in the
bar near Hammond, has sent an
auxiliary cable, down to the monster,
the Calender people taking it down, and
it will be served aboard the raft, from
stern to stem, being riven in with the
binding chains that traverse the body
of the raft every twelve feet of its
length. The cable is of steel and i
two and one-half inches in thickness.
The trouble with the last raft that
went to pieces en route to San Francico,
was that the hauling gear broke in the
center of the raft and there was nothing
to pick it up with; a condition of affairs
that will be obviated in the shipment
of the raft here, by the use of this
new hauling tackle. It is not known
yet when the raft will leave for the
south, but probably by July 1st.
The Simpson Lumber Company, has
sent over from Knappton, the spars
needed for the repairs on the barkentine
Jane L. Stanford." The one from which
the foremast will be dressed out, is 82
feet long by 3 feet in diameter, and with
two others, each 102 feet long by one
and a half feet through and there is some
fine work done at McOann's shipyard
at Scow Bay. The work will not be
permitted to languish, but will be rushed
to completion with all dispatch. .
The steamer F. A. Kilburn came down
from Portland yesterday noon and went
to sea and San Francisco, via Eureka,
almost immediately, with a big crowd of
people and lots of freight.
The Callender steamer Jordan left
out yesterday afternoon with a week's
work ahead of her on the river, towing,
and with a double crew on board for
the task.
The steamer Shamrock came in from
McGowan's yesterday noon with 800
cases of newly packed salmon, en route
to the eatern market.
The Columbine left out at 7 o'clock
yesterday morning for her week's cruie
among the ships and stations of the
light-house service, with supplies.
It has developed through local social
channels that Captain Thornton Morris,
of the handsome schooner A. F. Coates,
now loading at the Clatsop mill dock
for San Pedro, and his wife, are enjoying

ARE WE MEN OR MICE?
That there are just as many pushers
a knockers in AHoria is evidenced by
the splendid manner in which the new
hotel committee is being supported.
True the committe meets with some
opposition but they are not easily dis
couraged. Of course it would have been much
betcr if all the large property owner
showed the right spirit, but each wants
a promise that the hotel be built near
his property or else he prefers no hotel
at all.
One or two won't subscribe because
there may be a bar in the hotel, while
some saloon men won't subscribe because
of local option petitions. A few are
qnocking because the investor desire
their names kept private for the present
for good reasons.
The committee, as a whole, and not a
single member, can positively say where
the hotel will be located, that is a ques
tion to be determined by the men who
are expected to invest $75,000.
All the committee can do is to get
options on site and to raise the money
to pay for any site that may be finally
chosen by the men most interested.
Astoria would be in sore straits if
her people proved unequal to so small
a task.
What is the use of talking of great
undertakings if one so small as this
cannot be accomplished, neither political
jealousie nor petty grievances fhould
stand in the way.
Not a single person can be found who
will say that we do not sorely need a
hotel, that will attract investors and
pleasure seekers; but, little, narrow men
are willing to ruin when they can't rule.
What a shame it would be if the news
went abroad that Astoria; has sunk so
deep into the mire of greed, that so
important an enterprise was allowed to
go by the boards, for lack of prompt
support.
Let it be hoped that we will prove
to be men worthy of the greatest suc
cess. CITIZEN.

They were then celebrated in Austria
and Germany as one of the finest male

Hyde Park.
In those day, however, a trip from

midable undertaking than now, and the
project fell through on the eve of its
completion.
Since then the Viennese musical so
ciety has prospered marvelously and is
easily the first of foreign choirs. They
are enthusiastic over the manner in
which they were received by the king
and queen.
