WASHINGTON, May S.-The house devoted the day to the naval appro priation bill and fini-hed reading fifteen pages. The army appropriation bill was sent to conference with all the senate amendments disagreed to. CHICAGO, May 1.-The Trilmnp to day says: Fire insurance rate in Chicago on all less desirable ri-k will be advanced 25 per cent or more to reimburse com panies that have suffered lo in the San Franei-cu lire. This action practically wa decided ye-terday at a meeting of twenty western manager in the rooms of the Western I'nion in the American Trust & Saving Bank building. At the same time there will be a larger reduction in brokers' comniiions. The rae in rates will not be a "flat advance. It will affect what are known as the unprofitable hazards and it will be confined cbietlv to the congested dis trict bounded by Harrison street, the river and the lake. The stock yard al-o will be consid ered as a congested territory in the ad vance of rates and likeni-e certain manufacturing sections. Fireproof buildings are exemplt from the increase. It is probable that tiie advance in rate will be made through out the entire di-trict controlled by the Western Union extending from We-tern Pennsylvania to the Rocky Mountains. An insurance manager -peaking of rates iiut-idc of Chicago, -aid that there should be a flat advance of "O per cent in Iowa. Xebrn-ka. Kan-as Missouri. Kentucky, and Tcnne-see. It was noted that be represents what is known n a non-union compmv. F.ighty companies in Chicago and the West belong to the We-tern Union. Fifty companies are in the independent class. The meeting was called tor the pur po-e of hearing a report from a com mittee of five insurance managers who went to Xew York to attend a general conference of insurance men. This committee reported that there was a general sentiment for advancing insurance rates on unprofitable business and in congested districts and for cut ting down the amount of commissions paid to brokers. The meeting was secret, and after it was over those of the insurance men who wen- willing to admit that it had been held said that nothing definite had been done in the matter of advancing rates although all agreed that there should be an advance on unprofitable risks and that the "Congestion haz ard" should be recognized in the future.
